Fire Departments

With th passage of Resolution 10567 on July 21, 1981, the Council approved a revised
Mutual id Agreement that had been promulgated by the County Fire Chiefs' Association.
Subsequ nt events resulted in further changes in this document which are now being brought
before he Council for approval.
ION: That Council:
1. Approve resolution adopting amended agreement.

In July of 1981, the Council approved the Fire Mutual Aid Plan based on the recommendations
of the an Diego County Fire Chiefs' Association. Shortly thereafter some jurisdictions,
primari y in the northern and eastern portions of San Diego, voiced objections to portions
of the evised plan. An Ad Hoc Commettee of City Managers was formed and a revised plan
was de loped, and it was subsequently reviewed and endorsed by the San Diego County City
Attorne s. This revised plan was approved at the December '81 meeting of the San Diego
County ire Chiefs.
The re 'sed plan, with deletions and additions, is included in Attachment A. You will note
that a itional items are underlined and deleted items have been marked out.
The pr' ary changes are found in Section 3 (Aid to be Furnished) which specifies that this
plan do s not impose an obligation or liability to respond. It further states that the
Fire Chef of the requested party (jurisdiction) determines the extent of his response and
his dec'sion is final and conclusive.
The of r significant change is in Section 6B (Parties Eligible to Participate) which
indicat s that a party to this agreement may be eliminated from this Mutual Aid Plan by
majorit vote of the Fire Advisory Committee upon notice to the party effected and a
hearing thereon, based upon the following considerations:
(1 Whether the level of the party's actual response to a request for mutual
aid (number of requests compared to number of declined requests, number
and quality of personnel arriving at scene, type and quality of equipment
arriving at scene) demonstrates that the mutual aid of such party is not
effective.
(2 Whether the resources of the party clearly indicate that the party's
potential level of response would not be effective. - - - - - - -°~~~
