RECOMMENDATION: That Council adopt this resolution approving the following two agreements:
(1) Ag Bement between the City and the Association for Retarded Citizens for supplemental
tr nsportation service to Starlight Center; and
(2) Transportation Purchase of Service Agreement between the City and the Regional Center.
BOARD/CQMMISSION RECOMMENDATION:
This Co rdinated Transportation Service arrangement has been presented to the Elderly and
Handica ped Transportation Advisory Committee, and the Committee supported this proposal.
DISCUSS ON:
The com fitment of all three HandYtrans vehicles to Starlight Center service for three hours
daily i a concern because we are unable to carry other eligible HandYtrans users during
the mor ing and afternoon period when we are serving Starlight Center. There is additional
demand using these times: for medical, shopping and social trips, and from handicapped
student attending Southwestern College.
The Tra sit Coordinator learned that many people attending the Starlight Center rehabili-
tation rogram are reimbursed for their transportation by Regional Center, which is
support d financially by the State Department of Developmental Services. He has met with
the Sta light Center administrator and a representative from Regional Center, this fall, to
discuss the following objectives: continue to serve Starlight Center at the existing or
increas d level, and free at least one HandYtrans vehicle to serve people not attending
the Sta light Center Program. Starlight Center has its own vehicles - two vans and one
40-pass nger bus - that are used for Center activities during the day, and are not used
to tran port clients to and from the Center because of insufficient ,personnel.
The Tra sit Coordinator has worked out the following coordinated transportation service
arrangement among the City, Starlight Center and Regional Center: the City, through its
HandYtr ns contract operator, Community Transit Services, Inc. (CTS), will provide trans-
portati n service to Regional Center clients attending Starlight Center, using one Starlight
Center an and bus. These two vehicles will carry about 31 persons to and from Starlight
Center, Monday through Friday. These persons will include about 14 persons from National
City at ending Starlight Center. The City/CTS will provide drivers, fuel, and minor mainte-

Hance s rvice to the Starlight Center vehicles. The City/CTS will be named additional
insured on the Starlight Center vehicle liability insurance policy; the coverage is
$5 mill on each occurrence.
The cos for this service is a maximum of $136.07 per day, which includes CTS costs of
$132.07 and $4.00 City administrative costs. Total monthly cost is $2,857.47. Regional
Center ill reimburse the City for the total cost incurred for this service on a monthly
basis.
The two agreements specify the details of this coordinated service arrangement. The agree-
ment be ween the City and Starlight Center addresses the issue of vehicle use, and the
agreeme t between the City and Regional Center addresses the reimbursement to the City
for tra sportation costs. If these two agreements are approved by Council, Regional Center
will su mit them as a proposal for funding to the State Department of Developmental Services.
A decis on from the State is anticipated within two months, so this service could begin by
March, 982. Both agreements terminate on June 30, 1982 because that date is the end of
this fi cal year for the City and for Regional Center. If this coordinated service arrange-
ment is successful, we will submit a proposal to Regional Center to renew the Transportation
Service Agreement for FY 1982-83. The agreement between the City and the ARC (Starlight
Center) will also be renewed for FY 1982-83.
In summ ry, thiscoordindation arrangement will result in the following:
- Incre sed transportation service to Starlight Center.
- Incre sed transportation service to other Chula Vistans by "freeing" one HandYtrans
vehic e.
- No ad itional cost to City.
