On Oc ober 27, 1981, the City Council adopted Resolution No. 10679 declaring its
inten ion to vacate portions of Madrona Street, Landis Avenue, Garrett Avenue,
Cente Street and a public alley in Block 1, Map No. 820, and set November 17,
1981 s the date for public hearing to consider the ordering of the subject street
vacations. A public hearing was held on the date specified. Subsequently, the
Counc'1 directed staff to bring back a resolution ordering said streets to be
vacat d subject to concurrence by utility companies regarding reservations of
easem nts.
For rleasons stated within the discussion section of this report, it is my
RECD ENDATION: That the City Council
Adop the attached resolution ordering the vacation of subject streets.

DISC SSION:
On S ptember 15, 1981, Council approved a tentative subdivision map for the re-
subd vision of property located within the Town Centre Focus Area. This approval
was ontingent upon the vacation or schedule of vacation of streets within the
area to be subdivided. Since September, the need to expedite the Focus Area
Subd vision Map has become most important. This is due, primarily, to fluctuating
fine cial market conditions and financing methods available to potential buyers.
The ubdivided land must be available for sale at the same time that purchaser's
fine cing becomes available. Therefore, street vacations should be completed as
soon as possible.so the subdivision map can be finalized and parcels sold.
The edevelopment Agency Special Counsel has advised the City Attorney that within
a re evelopment project area, streets may be vacated without concurrence of utility
