BACKGaOUND Director of Planning (4/5ths Vote: Yes No X ) 1. he applicant is requesting approval of a tentative subdivision map known as Centre Vi las, C ula Vista Tract 82-5, in order to develop a one lot condominium project consistin of 26 units on 1.1 acres located at 344-354 "G" Street in the R-3 zone. 2. n Dece ber 2, 1981 the Planning Commission adopted the Negative Declaration issued on IS-81- 3 which is forwarded for City Council adoption along with the mitigation measures. !~. PLANNING COMMISSION RECOMMENDATION: On D cember 2, 1981 the Planning Commission unanimously (6-0 with one member absent) recommend d that the City Council approve the tentative map for Centre Villas, Chula Vista Tract 82- in ac ordance with Resolution PCS-82-5. 61, DESIG REVIE COMMITTEE On M y 7, 1 81 the Design Review Committee approved the proposed development subject to 8 cond'tions s outlined in the attached letter dated May 11, 1981. The roject site consists of three relatively level parcels containing 1.1 acres on the south side o "G" Street between Third and Fourth Avenue and opposite Garrett Avenue. The three parcel are each developed with a single family dwelling which will be removed to make r om for the proposed development. 3. ~ropose~ development. The developer intends to construct 26 two bedroom condominium units. The units wil be of contemporary Spanish design with blue the mansard roofs, bluish-gray exteriors, wood rim, and stuccoed wing walls. The amount of private open space seeds the minimum requirements of the code. c. Th developer will provide 200+ cubic feet of private storage located adjacent to the u it wit in either the patio or balcony area as required by the code. d. Th code requires a total of 45 parking spaces on site. The plan provides a total of 46 spa es. There will be 28 garage spaces and 18 open spaces. 4. Planni g Commission meeting. The only p blic testimony received at the Planning Commission meeting involved an adjacen proper y owner near the southwest corner of the subdivision who questioned propose draina a solutions. The property presently drains to the west in a sheet flow condition. The efore, the drainage cannot be concentrated to the southwest corner unless the adj cent ow er agrees to accept the water or grants an easement to allow the flow to continu to Van e Street. Ev n with uch an agreement, the increased flow could create unacceptable flooding in Vance S reet. lthough the site is virtually flat, it is likely that the grading plans will ha a to be modified to raise the majority of the site to drain toward "G" Street and allow o ly the outherly area to drain toward Vance Street. Such a revision may require modific tions t the buildings and small retaining walls adjacent to the side property lines. The Committee approved your request subject to the foll wing onditions: 1. he developer shall not oppose the formation of any asses ment district formed for the purpose of providing adequ to storm drain facilities to serve the project area. 2. he landscape plans required with building permit appli ations shall incorporate the following: 1) Plans for u ilization of the rear 15 ft. of the lot as a common open pace area for occupants of Bldg. "F", 2) The disposition of th existing pepper tree located on-site (prior to any demol'tion), 3) Vertical growth characteristics for plant mater'al within parking lot planters, and 4) Add planting areas between garage doors within the parking lot areas. 3. ~ curb radius shall be installed on the planter adjacent to pa king space 31. 4. ~he proposed turn around space shall be painted for ident'fication.- 5. he typical windows shown on the end elevations of Bldg.
