RESOLUTION OF THE CITY COUNCIL OF CITY OF CHULA
VISTA APPROVING THE FIRST AMENDMENT TO THE
AGREEMENT WITH RMC WATER AND ENVIRONMENT IN
THE AMOUNT OF $40,814, AMENDING THE FISCAL YEAR
2010/2011 CIP PROGRAM AND APPROPRIATING
ADDITIONAL FUNDS IN THE AMOUNT OF $40,814 TO
EXISTING CAPITAL IMPROVEMENT PROJECT SW258
FROM THE AVAILABLE BALANCE OF THE TRUNK
SEWER FUND
WHEREAS, the economy, employment, and quality of life within the San Diego County
region is dependent on a reliable and affordable water supply; and
WHEREAS, additional wastewater collection disposal capacity can be obtained by Chula
Vista through the construction of a wastewater reclamation facility within the City of Chula
Vista or by acquiring additional sewage disposal capacity from Metropolitan Wastewater
Department (Metro) of the City of San Diego; and
WHEREAS, the current Otay Water District long-term projected recycled water demand
established the need for increased recycled water supply to satisfy the market demand; and
WHEREAS, on December I5, 2009, by Resolution No. 2009-286, RMC Water and
Environment Consultant (RMC) was retained by the City of Chula Vista and Otay Water District
(OWD) to prepare a Wastewater Reclamation Facility Feasibility Study; and
WHEREAS, while reviewing the feasibility study, City and OWD staff requested that
RMC perform some additional tasks. Upon negotiating, RMC requested $40,814 for said
amendment; and
WHEREAS, the current agreement between OWD and the City of Chula Vista, per
Resolution No. 2009-207, dictates that OWD shall bear 50% of cost of the additional tasks; and
WHEREAS, RMC Water and Environment warrants and represents that they are
experienced and staffed in a manner such that they are and can deliver the services required.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula
Vista does hereby approve an amendment to the agreement with RMC Water and Environment
in the amount $40,814, and amend the Fiscal Year 2010/2011 CIP Program and appropriate
additional funds in the amount of $40,814 to existing capital improvement project SW258 from
the available balance of the trunk sewer fund.
