RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA ACCEPTING BIDS AND AWARDING THE
CONTRACT FOR THE "CASTLE PARK STORM WATER
TREATMENT (STL306A) IN THE CITY OF CHULA VISTA"
PROJECT TO NEW CENTURY CONSTRUCTION IN THE
AMOUNT OF $138,700 AND AUTHORIZING THE DIRECTOR
OF PUBLIC WORKS TO EXPEND ALL AVAILABLE FUNDS
IN THE PROJECT
WHEREAS, the project consists of installing Modulaz Wetland Systems bio-filtration
units and appurtenant improvements, at the intersections of Second Avenue and Palomar Street,
Fifth Avenue and Naples Street, and Fifth Avenue and Emerson Street, all in the City of Chula
Vista, Califomia, as an offsite means to mitigate storm water impacts resulting from
improvements to the Castle Pazk azea of Chula Vista; and
WHEREAS, the work also includes all labor, material, equipment, transportation,
protection and restoration of existing improvements and traffic control necessary for the project
as shown on the drawings; and
WHEREAS, City staff prepazed plans and specifications for the "Castle Pazk Storm
Water Treatment" in the City of Chula Vista, California (STL306A)" project; and
WHEREAS, on September 29, 2010, ten (10) bids were received as follows:

5. RMV Construction, Inc. -San Diego, CA $167,230.00
6. Zondiros Corporation -San Marcos, CA $186,455.00
7. Atom, Inc. -Hemet, CA $192,428.00
8. Palm Engineering -San Diego, CA $195,740.00
9. Ahrens Corporation -San Diego, CA $205,694.00
10. Ramona Paving & Construction -Ramona, CA $214,825.00
WHEREAS, New Century Construction, which was the appazent low-bidder upon bid
opening, met the regulations and guidelines presented in the bid package and is declazed to be
responsive; and

WHEREAS, the low bid by New Century Construction of $138,700 is $1,980 (1.5%)
below the Engineer's estimate of $140,680; and
WHEREAS, staff has reviewed the low bid and recommends awarding a contract in the
amount of $138,700 to New Century Construction; and
WHEREAS, approval of tonight's resolution will increase the Director of Public Works
authority to approve change orders as necessary and authorizing the expenditure of all available
funds in the project.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula
Vista does hereby accept bids and awazd the contract for the "Castle Pazk Storm Water
Treatment (STL306A) in the City of Chula Vista" Project to New Century Construction in the
amount of $138,700, and authorize the Director of Public Works to expend all available funds in
the project.
