A. B~ICKGROUND
1 The applicant has submitted a Planned Unit Development for the development of
the V lla San Miguel subdivision which is the preceding agenda item.
2~ The environmental concerns of this project have previously been considered
under the rezoning action on the subject property.
B. DXSCUSSION
l~ Proposed development.
a. The applicant proposes to build 18 new homes on the site. There will be
five asic models, four of which will be split level to take advantage of the topography
of th site. The split level designs are front to back as well as from side to side.
Four f the models will have three car garages and the fifth model, a two car garage.
The u its will be 3 to 4 bedrooms. The models will have exteriors of either wood or
stucc with wood trim, and either a shake roof or mission tile. Each model will._,~.1xsQ

b. The existing residence will be remodeled to blend with the proposed new
homes Remodeling will include a new shake roof, additional insulation, if necessary,

2. Fencing
Th site is totally fenced on the perimeter with chainlink fencing. The
develo er has indicated that the protective covenants may prohibit fencing of the
indivi ual lots in order to maintain the integrity and appearance of the site. The
covena is may permit split rail fencing at certain locations. The developer should
also h ve a provision for fencing in the event a private swimming pool is desired
(which s required by code to be fenced.

CITY COUNCIL THE APPROVAL OF THE PLANNED UNIT DEVELOPMEPJT OF
VILLA SAN P~?IGUEL
t•JHEREAS, a duly verified application for a Planned Unit Development ~•~as
filed with the Planning Department on January 29, 1979, and
WHEREAS, said application requested approval for the development of 10.9
acres located north of the 300 block of Hilltop Drive, and
WHEREAS, a Negative Declaration on IS-76-41 covering the project was previously
adopted by the Planning Commission, and
WHEREAS, the Planning Commission set the time and place fora hearing on said
application and notice of said hearing was given by the mailing of a notice to
property owners within 300 feet of the exterior boundaries of the property at
least ten days prior to the hearing, and
WHEREAS, the hearing was held at the time and place, namely 7:00 p.m.,
February 28, 1979, in the Council Chambers, 276 Fourth Avenue, before the Planning
Commission and said hearing was thereafter closed,
NOW, THEREFORE, BE IT RESOLVED:
a. That the proposed planned unit development is consistent with the Chula
Vista General Plan.
The General plan designates this area for low density residential, 1-3
dwelling units per acre. The density of the proposed project is approximately
2 units per acre and is, therefore, consistent with the General Plan.
b. That such development will constitute a residential environment of sustained
desirability and stability; that it will be in harmony with or complimentary to the
character of the surrounding neighborhood and will result in standards of open space
at least as high as permitted or specified otherwise for such development.
The proposed development will retain the majority of the existing trees and
shrubbery on the site and will be supplemented by additional trees, shrubs and
erosion control panting. The proposed grading plan will maintain the present
land form. The reduced lot sizes will enable the development to provide a
common recreation area without reducing the livability of each lot. The common
open space will be maintained by the homeowners association which should result
in a uniform appearance.
• BE IT FUP,THER RESOLVED THAT THE CITY PLANNING COh?h1ISSI0N recommends to the
(City Council the approval of the Planned Unit Development for Villa San Miguel,
subject to the following conditions:
1. The developer shall submit development standards establishing fencing

and building height, bulk and yard requirements prior to recordation
of the final subdivision map.
2. CC&R's and horl~eowners association by-laws shall be submitted and approved
prior to recordation of the final subdivision map.
