HomeMy WebLinkAboutAgenda Statement 1979/03/20 Item 15CITY OF CHULA VISTA COUNCIL AGENDA STATEMENT Item No. 15 For meeting of 3/20/79 ITEM 1~ITLE Resolution g~ 3~( Requesting MTDB and CPO to Hold $200, 000 of Chula Vista's FY 1979 LTF Reserves SUBMI TED BY Director of Public Works ITEM XPLANATION (4/5TH'S VOTE REQUIRED YES N0~) A the March 8 Council Conference, staff discussed the City's bus n eds in terms of the disadvantages of continuing operation of the p esent 19 year old CVT fleet and the necessity of purchasing newer t ansit coaches. Staff recommended the purchase in FY 1980 of 14 u ed buses in good condition at a cost of $25,000 each (or $350,000 t tal) or the purchase of ~4 older buses and then remanufacturing o renovating them at $50,000 each (or $700,000 total spread over 2 years). These buses will be maintained by Aztec until the proposed m intenance facility is built. T e purchase of these used buses is in line with the 1976 5-year T ansit Development Plan (TDP) service expansion improvements but d viates from its recommendation of City purchase of new buses. The s aff's decision not to recommend the purchase of new buses ti•as based o the following factors: 1. Council's decision to deviate from the TDP and not accept Federal transit operating or capital grant funds. 2. A good many transit maintenance people around the country operating the new advance design buses have reported unreliability problems. They have recommended not purchasing these new buses for a couple of years until specific technological problems can be worked out. 3. New buses cost about $130,000 and are estimated to last only 10 years (thus a $13,000/year cost) while used buses in good condition cost about $25,000 and should operate for about 5 years (at a $5,000/year cost). However, in so doing it would fall a out $200,000 short, taking into account all available state and 1 cal funding sources. It is estimated that $4,500/month would b saved from not having to lease buses from Aztec as well as a minor r duction in expenses for maintenance of the present CVT fleet. U der Article 4, Section 99268.7 of the 1979 State Transportation D velopment Act, eligible transit operators may use their appropriated b t unallocated LTF funds (or LTF reserve funds) for capital intensive t ansit-related improvements. The acquisition of transit vehicles a d rolling stock are considered acceptable capital intensive improvements. T e City's request to put a hold on $200,000 of its FY 1979 LTF r serves should be into MTDB by April 15 in order for the Board to a t on this and forward its determination to CPO prior to the expiration o FY 1979.
