At th February 15, 1979 adjourned regular Council meeting, a recommended reorganization
was ap roved, excepting the hiring of a Deputy City Manager over the Police, Fire,
Librar and Parks and Recreation Departments. The need for this position is to be
reeval ated during hearings on the Fiscal 1979-80 budget.
Steps ave already been taken to implement the reorganization, e.g., my memo of
March 1, 1979. However, Council action is necessary to authorize an amendment to the
Fiscal 1978-79 budget and certain changes to relevant resolutions.
The fi st resolution adds one Senior Administrative Analyst position to the Administra-
tion D partment and allocates additional funds for Executive Management salary adjust-
ments. As discussed before the Council previously, 2 Senior Administrative Analyst
positi ns will be assigned to the Policy Analysis and Program Evaluation unit. One
such p sition already. exists in the City Manager's office. The $6,273 sum provides for
two mo the of .the new position's salary ($3,273) and $3,000 to permit salary adjustments
for me tiers of the Executive Management Group pending an evaluation of new respon-
sibili ies and performance.
The se and ~eSolution concerns changes to Executive and Middle Management membership
lists. Due to increased independent responsibilities, the City Engineer will be desig-
nated s a Department Head and will be transferred from the Middle Management to the
Executive group. In addition, the position will be placed in salary band E3 ($2,400/
$3,100 month). The new Director of Policy Analysis and Program Evaluation position will
be mad part of the Executive Management group and placed in salary band E2 ($2,000/
$2,700-month). Existing salaries for incumbents already fall within the above ranges.

As an interim step, a position of Deputy City Manager will be added to the Executive
Manage ent group and placed in salary band E3 ($2,400/$3,100 month). Until certain
potential.. legal difficulties are resolved by the City Attorney, the existing Director
of Public Works will perform in a dual capacity. There are numerous references to
duties and responsibilities of the Director of Public Works in the City Code which
may re uire amending ordinances.

B. Fringe Benefits
1) All fringe benefits applicable to the full-time Unclassified
Service shall apply except as modified below.
2) Deferred Compensation Plans -
a. Employees in the Executive Group may participate in the
Deferred Compensation Plan with Great 4lestern Savings
and Loan Association as designated in Resolution No. 7641.
b. Employees in the Executive Group may have the option of
applying their normal contribution to the Public Employees'
Retirement System as "deferred compensation" which is not
subject to tax until withdrawal. Effective the pay period
July 14, 1978 - July 27, 1978, said amount will be forwarded
by the City to the Public Employees' Retirement System to
be credited to the employees' individual account. Employees
who select this plan are advised that there may be some
question as to the practicability of such a plan and they
could, as a result of an adverse I.R.S, or judicial ruling,
be ineligible for such a plan and may have to pay taxes
and penalties on amounts previously deferred.
3) Education Reimbursement - Executive positions may receive
tuition and textbook refunds to a maximum of $200 per year for
approved professional and technical courses. In addition, employees

in designated Executive Management Classifications will be
eligible, with the approval of the appointing authority and
the Director of Personnel, to reimbursement of up to a maximum
of $50 for professional growth activities such as tuition
reimbursement, books, workshops, seminars and conferences.
4) Group Health Insurance - The City assumes payment of the
full cost of a basic and supplemental health insurance
plan for both Executive employees and their dependents. If
the City's established program is not desired, the same premium
amount will be contributed to a Kaiser Foundation Health Plan
as elected.
5) Life Insurance Plan - Executive positions shall receive
supplemental individual life insurance policy coverage at a
monthly premium rate of twenty-five dollars ($25) per position.
6) Long Term Disability Insurance - The City assumes payment of
the full cost of long term disability insurance for Executive
positions.
7) Physical Examination - Executive positions shall receive
reimbursement to a total of $200 for a voluntary, biennial
physical examination.
8) Sick Leave Reimbursement - Sick leave shall accrue and be
reimbursed as designated in Civil Service Rule IX, Section 3.
9) Uacation - Executive positions shall earn a minimum of three
(3) weeks vacation per year. Effective June 26, 1973, such
positions shall be required to use all but one week (40
hours) of their annual earned vacation each year as determined
b,y their employment anniversary date. The remaining one week
carry-over may be accumulated to a maximum of six weeks (240
hours) for those incumbents earning three weeks annual vacation,
and eight weeks (320 hours) for those earning four weeks annual
vacation.
Thereafter, nev,~ incumbents in these positions and those.
current incumbents whose annual vacation increases from three
weeks to four weeks will be limited to a maximum accumulation
of six weeks (240 hours) regardless of their annual vacation
earning rate.

plan shall be paid for their dependents. If the City's established

5) Floating Holidays - Middle Management positions shall receive two
(2) additional floating holidays which results in a total of six
(6) regular holidays and seven (7) floating holidays. Time off
shall be administered in accordance with Resolution No. 7073 except
that the two (2) additional holidays will accrue each July first.
6) Life Insurance Plan - Middle Management positions shall receive
supplemental individual life insurance policy coverage at a monthly
premium rate of fifteen dollars ($15) per position. At the
employee option, the premium amount may be used to defray the cost
of Group Health Insurance.

Definition
Under general administrative direction, to plan, organize .and direct the
City's engineering program, to be responsible for contracts for public works
cons ruction, to render technical advice to the City Council and Planning Com-
miss'on on engineering matters, to act as Street Superintendent as required by
Stat law.
Examples of Typical Duties
Plans, organizes and directs office and field engineering activities of
surv ying, mapping, designing, drafting, right-of-way acquisition and inspection
of surface and underground public works projects; supervises the inspection of
contract construction projects and construction of public improvements in sub-
divisions; directs the preparation of, and reviews plans, specifications, esti-
mat s and contracts for public works projects; acts as advisor to the City
Cou cil, other City officials and the public on engineering matters; provides
