The scope of he project included construction of a block wall open channel with cha'n link fencing, storm drain cleanout structure and installation of 18" storm drain pipe. Bid were received from four contractors as follows: Alternate #1 Alternate #2 1. Sapper Construction Co., S.D. $151,944.00 $151,309.00 2. Albert C. Acosta Construction Company, Pico Rivera $173,765.00 $173,765.00 3. K.E.C. Company, Corona $180,243.00 $180,243.00 4. Scheidel Corporation, La Mesa $206,617.00 $206,617.00 The difference between Alternate #1 and 2 was in the type of storm drain pip being used, Reinforced Concrete and Corrugated Steel Pipe respec- tiv ly. The low bid for both Alternate 1 and 2 was submitted by Sapper Con truction Co. The low bid is $71,423 o r 88.70 over the Engineer's est imate for Alternate 1 and i s $70,788 or 87.90 above the Engineer's est imate for Alternate 2. The Engineer's estimate for both Alternate 1 a d 2 is $ 80,521. It is apparent that the various contractors see th access and construction problems to be much more difficult than th engineer. Since we did receive four bids, we believe that re idding the project as presently designed would not result in any gr at additional savings in cost. This is the second time we have bi this project as presently designed. Previously, we received on y one bid which was for $251,673.00. We also believe that this ex enditure of over $150,000 to solve the present drainage problem is not warranted. As presently designed the drainage facilities will handle a 50-year fr quency storm. We now recommend that the design be revised so th t we eliminate the objectionable conditions of the present dr inage system. These conditions include ponding water and a very ha ardous drop off where a pipe was removed due to storm damage ab ut 11 years ago. The ponding water results in the breeding of mo quitoes and objectionable odors which bother adjacent residents. Th main change in the design from a formal channel with concrete wa is will be the construction of a low flow concrete channel within th existing dirt banks. This channel will handle mainly trickle fl w and small storms within the concrete section, which will cause a ontinuing errosion problem, therefore ongoing City maintenance of ort will be required, Nonetheless, we believe the decrease in pr ject costs in this particular case is worth that additional mainte- na ce effort.
