The Tentative Map for Chula Vista Tract No. 79-14, known as Town
Cen re - Townsite Tract No. 1 will be considered as a previous item
on his agenda.
The vacation of portions of Center Street, Landis Avenue and Madrona
Str et are indicated on that map to be accomplished in conjunction with
thi project.
The Street Vacation Act of 1941 requires that a public hearing be held
to rovide interested parties the opportunity to be heard in this
mat er.

On Ja uary 23, 1979, the City Council. by Resolution Number 9464, set
Febru ry 20, 1979, at 7:00 p.m., in the City Council Chambers, as the
time nd place to hear persons in favor or, or objecting to vacation
of po tions of Center Street, Landis Avenue and Madrona Street within
the T wn Centre -Townsite Tract Number 1, Focus Area. This proceeding
is in conformance with Division 9, Part 3, of the Street and Highways
Code. (Vacation of City Streets).
The C ula Vista Redevelopment Agency has requested the vacation of
porti ns of Center Street, Madrona Street and Landis Avenue within the
Town entre I Focus Area based on the following reasons:
1. Center Street, Madrona Street and Landis Avenue are classified as
residential streets and these streets are closed for vacation in
accordance with the adopted Master Plan for the development of
Town Centre I Focus Area.

All property adjacent to the portions of streets to be vacated
are under the control of either the Redevelopment Agency or the
prospective developer. The vacation of these streets ?gas been
considered in EIR Number 79-3. The utility companies have been
notified and have indicated that they will not concur in this
vacation until suitable easements for their uses have been granted.
The resolution vacating the portions of these City streets will
retain easements for the respective utilities until suitable
arrangements have been made for relocation of the necessary
utilities in order to allow implementation of Phase I of Town
Centre I.

It i a first phase of several for vacating streets in the Town Centre 1
Focu Area. Other requests for vacation will come forward as develop-
ment proceeds.
As a result of this first phase; the following conditions in traffic
circ latior~ patterns will result:
1. Only the southerly half of Center Street between Garrett Avenue
and Landis Avenue is being vacated in this first phase. When
the proposed two six-story residence buildings are constructed,
the northerly half of Center Avenue will also need to be vacated.
During the time between completion of the several phases of this
redevelopment, this northerly half of Center Street will provide
access to the existing shopping center.
2. The traffic on Center Street between Garrett Avenue and Landis
Avenue will be one-way only in a westbound direction.
3. Center Street between Garrett. Avenue and Fourth Avenue will be
one-way in the westbound direction for the entire length and
will be two-way between the driveway into the apartment complex
and Fourth Avenue. The subdivider will remove and reconstruct
curb and gutter on the south side of Center Street between
Fourth Avenue and Landis Avenue to conform with this vacation.
He will also reconstruct the intersection with appropriate
median at the intersection of Garrett and Center to allow for
proper traffic movements.
4. The developer will also be required to provide adequate turn-
arounds for vehicles on the dead-end portions of Garrett Avenue
and Madrona Street.
5. The developer is required to relocate those portions of utilties
that conflict with his development.
Due o the above conditions and reasons, the Engineering staff finds
tY~at there will no longer be a need for public street purposes for
thos portions of Center Street, Landis Avenue and Madrona Street
and herefore recommends that the City Council order the vacation of
thus streets.
