VELOPMENT SERVICES DIRECTOR CITY MANAGER I- s / ITEM TITLE: REVIEWED BY: 4/5THS VOTE: YES D NO 0 SUMMARY The First Lady's campaign is designed to allow cities to sign up with the United States Department of Health and Human Services to become a Let's lIIove! City in order to help combat childhood obesity. ENYIRONMENTAL REVIEW The Development Services Director has reviewed the proposed activity for compliance with the Califomia Environmental Quality Act (CEQA) and has determined that the activity is not a "Project" as defined uncler Section 15378 of the State CEQA Guidelines because the proposed action will not result in a direct or indirect physical impact to the environment. Therefore, pursuant to Section l5060( c )(3 ) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is necessary. RECOMMENDATION Council adopt Resolution BOARDS/COMMISSION RECOMMENDATION Not applicable DISCUSSION Let's }'love! is a campaign started by First Lady Michelle Obama that has a national goal of solving the challenge of childhood obesity within a generation. Let's klove! will combat the epidemic of childhood obesity through a comprehensive approach that will engage every sector impacting the health of children ancl will provide schools, families and communities simple tools to help kids be more active, eat better, 11-1 DECEMBER 7, 2010, ItemJL Page 2 01'2 and get healthy. The effort includes a call to action for mayors and other elected officials to join her Let's Move! Campaign ("Let's Move Cities and Towns") in an effort to leverage cities and communities unique ability to solve obesity locally and adopt long-term, sustainable, regional approaches to fight childhood obesity. Today, one OLlt of every three children is now overweight or obese. Those who are obese have a greater risk of developing diabetes, heart disease, and cancer over the course of their lives. In addition to claiming 112,000 lives due to obesity-related causes per year, thc burden on the health care system is nearly $150 billion per year. In order to help combat this national epidemic and support the First Lady's effort, President Barack Obama signed a Presidential Memorandum creating the first ever Task Forcc on Childhood Obesity to conduct a review of programs and policy relating to child nutrition and physical activity, and dcvelop a national action plan to maximize federal resources and set concrete bcnchmarks toward the First Lady's national goal. The plan details a coordinated strategy, identifies key benchmarks, and outlines an action plan that defines the goal of ending childhood obesity in a generation as returning to a childhood obesity rate of just 5 percent by 2030, which was the rate before childhood obesity first began to rise in the late 19705. The Task Force and the First Lady's Let's N!ove! Campaign focus on four pillars areas: I) Help Parents Make Healthy Family Choices 2) Create Healthy Schools 3) Provide Access to Healthy and Affordable Food 4) Promote Physical Activity Let's ,\1ove! for cities and towns is designed to encourage mayors and elected officials to adopt a long- term, sustainable, and holistic approach to fight childhood obesity. Once an elected official signs up as a prospective Let's iv!ove City or a Let's Move Town, he or she will have the option of choosing at least one significant action to take over the following twelve months in each of the four pillar areas. DECISION MAKER CONFLICT Staff has reviewed the decision contemplated by this action and has determined that it is not site specitic and consequently the 500 foot rule found in California Code of Regulations Section I 8704.2(a)(i) is not applicable to this decision. CURRENT YEAR FISCAL IMPACT None ONGOING FISCAL IMPACT Is undeterminable at this time, but there may be possible tuture impacts as the city adopts measures to create a healthier environment for its residents. Any direct impacts may be minimal as many of the things that the city is already doing fit (lOder the "Four Pillars" of the campaign. Page 2 11-2 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA TO JOIN THE NATIONAL "LET'S MOVE" CAMPAIGN HEADED BY THE FIRST LADY OF THE UNITED STATES WHEREAS, the City of Chula Vista supports policies that focus on health and wellness, and healthier lifestyles in all communitics; and WHEREAS, many cities, counties, and schools have adopted policies, programs, and ordinances that promote healthy lifestyles by making their communitics walkable, promoting outdoor activities, eliminating the sale of junk food in city, county, and school facilities, providing incentives for stores selling fresh produce to locate in depressed neighborhoods, and providing exercise opportunities for their residents; and WHEREAS, the City of Chula Vista believes there are important, long-term community benefits to be gained by encouraging healthy lifestyles, including a decrease in the rate of childhood obesity and its negative health-related impacts; and WHEREAS, Chula Vista and other community partners can work together to understand the relationship between obesity, land-use policies, redevelopment, and community planning; and WHEREAS, Chula Vista and other community partners can work together to ensure that there are safe places for their residents to be active such as in parks, ball ,fields, pools, gyms, and recreation centers; and WHEREAS, access to healthy foods has a direct impact on the overall health of our community and planning for fresh food, open space, sidewalks, and parks should be a priori ty; and WHEREAS, the City of Chula Vista wants to partner with and support the Lei's ,"Jove I Campaign headed by the First Lady of the United States, the President's Task Force on Childhood Obesity and the Secretary of Health and Human Services, in an effort to solve the challenge of childhood obesity within a generation. NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Chula Vista does hereby joins the National "Let's Move" Campaign headed by the First Lady of the United States of America. BE [T FURTHER RESOLVED, that the City of Chula Vista sign up with the United States Department of Health and Human Services as a Let's Move!
