The Sa Dieg o Transit Corporation (SDTC) forwarded an amendment to their
June 1 1979, agreement with the City f_or provision of intercity bus
servic in Chula Vista during FY79-80. This proposal is based on SDTC's
finali ed budget and fare structure for this fiscal year. SDTC's
earlie proposal to the City on May 12, 1979, was, in effect, an interim
agreem nt in order to meet CPO's July 1st filing date for LTF monies.
RECO~IM~NDATION: That Council approve this amendment along with the
corres ondent SDTC increased claim for Chula Vista's FY1980 LTF monies.

to $111,306 (an increase of $41,274 or about 50$). This
ed claim is due primarily to the following two reasons:
1. A 4 cent increase in gross cost/mile due to increased fuel
costs. SDTC experienced a 110 increase in the cost of
diesel fuel over last year but they originally budgeted only
f®r a 30~ increase. This increase in SDTC fuel costs
results in about $10,000 or ?_Oo of SDTC's claim for an
additional $41,300 of the City°s FY1980 allocated LTF
monies. It is possible that this $10,000 will be reimbursed
to the City under the SB 520 State Transportation Assistance
Fund by MTDB in the next few months.
2. SDTC is requesting an additional $31,300 from the City's LTF
to compensate for an unexpected 5 cents reduction in their
loca]. passenger revenue r_redit given to jurisdictions that
contract for their service,
SDTC originally estimated its FY1980 local passenger revenue
credit (which offsets some of their gross costs) to be
$.4589 per passenger. Based upon actual experience for the
first 5 months of FY1980 SDTC has now revised this estimate
downward to $.4107 per passenger.
This 5 cent reduction in average revenue/passenger is due to
the fact that SDTC over estimated average revenue received
per passenger with the enactment of the following fare
changes

a. Adult fares increased 10 cents from 40 cents to 50
cents and senior, junior and handicapped fares
increased 5 cents from 20 cents to ?_5 cents.
b. Ad ult unlimited use monthly saverpasses increased from
$16.00 to $22.50/passenger while monthly senior passes
remained at $8.00.
The Tr nsit Coordinator has gone into detail with SDTC staff on the
reason for their $41,276 increased claim on Chula Vista's FY1980 L'PF
monies for SDTC regional service and believes the reasons are justified.
Claude Page, SDTC Transit Coordinator, will be in attendance to answer
any of Council's questions.
Since he City/SCOOT currently has $44,800 remaining in its FY1979-30
LTF ac ount, this new claim on allocated LTF monies reduces the amount
availa le to only $3,500.
Financ al data are compared below for the City's agreement with SDTC for
last f scal year and the interim agreement of June 12, 1979, as well as
thi s a ended agreement .

FISCAL I IMPACT:
This S TC amendment would increase the City's FY1980 LTF
monies needed to finance SDTC regional service $41,274
(from 70,032 to $111,300. No City general funds are required
to f.in nce FY1980 SDTC service.
