ITEM TITLE: for the construction of a right turn lane and street light
modification at the northwest corner of Broadway and "H" Street
and appropriating a ditional funds

At 2:0 p.m. on January 30, 1980, in Conference Room 3, in the Public
Servic s Building, the City Engineer received sealed bids the
"Const uction of a Right Turn Lane and Street Light Modifications at the
Northw st Corner of Broadway and "H" Street, Chula Vista, California".
The sc pe of the project consists of the construction of curbs, gutters,
sidewa k, sidewalk ramps, asphalt paving, street light removal, planter
wall, treet light relocation, and property restoration for the
constr ction of a right turn lane for southbound traffic on Broadway.
RECOMMENDATION: That Council:
1. Appropriate $8,000 from the unappro riated balance from the
Gas Tax 2106 Fund (present balance $11,850) to account no.
?-50-2502--GT-99C.
2. Authorize the expenditure of $28,000 from budgeted project,
right turn lane - Broadway and "H" Street, account no. 250-
2502-GT-99C.
', 3. Accept bids and award contract to Griffith Company in the
', amount of 525,442.25.
BOARD/COMMISSION RECOMMENDATION: Not applicable.
DISCUSSION:
Bids Mere received from two contractors as follows:
1. Griffith Company: San Diego $25,442.25
2. H.L. Foster Construction Co ., San Diego $29, 133.99
The low bid submitted by Griffith Company is below the engineer's
estimate of $29,527 by $4,084.75 or $140. We have reviewed the low bid
and find it to be acceptable,
The low bid is above the budgeted funds available for this project. One
of the reasons for the increased amount is due to the fact that during
detailed design of the project, because of locations of specific
drive ays, it was determined that a longer right turn pocket than
originally anticipated was necessary. We believe this right turn pocket
is necessary because:
1. the intersection is one of the busiest in town and is at
design capacity now and presently experiences long periods
of heavy congestion, and

2. of all the intersections in the City it has the second
highest accident rate. This project will make the
intersection work more efficiently and safely.

FISCALIMPACT~
$20,00 has been budgeted for the construction of this project. The
summar of the proposed funding is as follows:

Contingencies (approx. l0 a) 2,557.75
Total funds required to construct project 28,000.00
Funds available 20,000.00
Additional funds required 8,000.00

to be incurred by the contract or agreement authorized by the
attached resolution can be incurred without the violation of any
of the provisions of the Charter of the City of Chula Vista, or
the Constitution or the laws of the State of California, that
sufficient monies have been appropriated for the purpose of said
contract, that sufficient monies to meet the obligations of the
contract are actually in the Treasury, or are anticipated to come
into the Treasury to the credit of the appropriation from which
the same are to be drawn, and that said monies now actually in
the Treasury, together with the monies anticipated to come into
the Treasury, to the credit of said appropriation are otherwise
unencumbered.
