It was decided that the vacant position would not be filled at this time, and the remaining job duties would be shared by the two Senior Recreation Supervisors. There- fore, it is my TION: That Council: Ame d Resolution 9637 by changing the Salary Range for the classification of Senor Recreation Supervisor from 35.8 ($1397-$1698) to 36.8 ($1466-$1783) eff ctive 1/11/80. BOARD/C0~IMISSION RECOMMENDATION: DISCUSSIION Not Applicable When a vacancy occurs in any position in the City, the need to recruit to fill that posi- tion is 'carefully analyzed to determine whether alternative means are available whereby the dutiees and responsibilities of that vacated position can be reasonably assumed by other individuals on the staff. Over the last two or three years, a number of Middle Managemeht positions have not been filled when vacancies occur. Our analysis of the position', of Recreation Superintendent, while important, has led us to conclude at this time than the level of service provided in the Parks & Recreation Department will not be jeopardi ed if this position is not filled. This cha ge is possible because of the two well-qualified long tenured Senior Recreation Supervis rs who are available to assume most of the work previously performed by the Superint ndent. These two individuals will report directly to the Parks & Recreation Director,. In recognition of the increased responsibilities of the Senior Recreation Supervisors, a salary range increase of 5% is proposed. This proposal was discussed with rep'esentatives of Arthur Young & Company, who are conducting the City-wide classifica- tion and salary study. It was their opinion that the increase is appropriate. If it is assumed he current salaries for the position are reasonably accurate, it is our opinion that the cons-~ltant will not find the salary range currently existing for the position of Senior R creation Supervisor too high and, further, that a 5% increase is warranted in view of he added responsibilities. If such a findin4 is not made by the consultants, a recomm ndation for adjustment will be made when the study is completed. FISCAL IMPACT The 5% p~y increase can be absorbed in the Parks & Recreation budget from the salary savin4s hich will be realized by not filling the Recreation Superintenden~,~, sp,: ton.
