Yes No x ) On Ja uary 22, 1980, by Resolution No. 9930, City Council ordered a publi hearing to be held on February 12, 1980, to determine whether the publi health, safety, or general welfare required the formation of an under round utility district on Bonita Road from Willow Street to Otay Lakes Road . RECOMMENDATION: That Council: 1. Conduct a public hearing. 2. Adopt resolution establishing an underground utility district on Bonita Road from Willow Street to Otay Lakes Road . BOARD/COMMISSION 'R ECOMMENDATION: Not applicable. DISCUSSION: The proposed underground district for Bonita Road between Willow Street and stay Lakes Road will be both a type A and type B district. For a type 'IA district, the cost of undergrounding of utilities will be funded by ark allocation from San Diego Gas & Electric under Rule 20A. For a typell,B district, the undergrounding of the utilities will be paid for by the property owners. These funds have been pledged by property owners required as a condition of approval for the development of their prop rties through the subdivision process. The a Bonita Condominiums have deposited with the City a $140,000 sure y to guarantee the fulfillment of the Tentative Map requirement to uncle ground the utilities. It is the responsibility of the developer of the a Bonita Condominiums to enter :~.nto separate agreements with the vari us utilities to have their facilities undergrounded. The developer will post the required funds with the various utilities to underground the tilities within the Type B district. The developer's as well as the ity's work will be done at the same time. This project was priority #1 on the priority list Council on August 23, 1979. The cost of convet~ting the electrical service connection will be borne by the prope~ty owners. The cost averages between $350 and 5500 per resid ntial service and hig her for commercial service depending on servi e load and other criteria. The cost of converting a telephone and cable T.V. service is somewhat less and averages about $250 per resid ntial service. Approximately ?_0 services will need to be conve ted . The C ty Engineer subsequent to the formation of the district by the City ouncil will submit to the City Council a resolution setting the date or the property owners to be ready to receive underground facilities and the removal of poles in accordance with the Chula Vista City ode. A submission of the resolution to set the date will occur after the receipt of San Diego Gas & Electric scheduling of the project. Sectipn 15.32.130 of the Chula Vista Municipal Code requires that the City ~:ouncil conduct a public hearing to ascertain whether the public healt , safety, and general welfare requires the undergrounding of existing overhead utilities within designated areas of the City and to give persons .the opportunity to speak in favor of or against the formation of a proposed district to underground utilities. A transparency is available for Council viewing. FISCAL IMPACT: Cost of undergrounding utilities along Bonita Road from Willow Street to Otayl~Lakes Road will be funded from both accumulated allocations from San iego Gas & Electric Co. and from funds pledged by private property owne s required as a condition of approval for the development of their prop rties through the subdivision process.
