Conduct public hearing. 2. Adopt resolution establishing an underground utility district on Third Avenue from "K" Street to "L" Street. BOARLL__/COMMISSION RECOMMENDATION:, Not applicable. DISCIUSSION: On May 2?., 1979, by Resolution 9595 the City Council established an underground utility district on 'T'hird Avenue from "L" Street to Herm sa Avenue (south of Main Street), With the completion of that work, the undergrounding of utilities on Third Avenue all the way from "E" Street to south of Main Street will be complete except for a se meat between "IC" Street to "L" Street. This project will unde ground utilities in this segment, The proposed underground utility district for Third Avenue between "K" treet and "L" Street wi~..' be a Type A district. The cost of the ndergrounding of the utilities will be funded by allocations from San Diego Gas & Electric Co. under Rule 20A. This proposed undergrounding on Third Avenue is priority 3 on the prio ity list approved by the City Council on August ?_3, 1979. The Tele hone Company has schedu?.ed to underground Third Avenue, south of Street in r~~id-1980, with a pole out date in 1983. Because the telephone company's work will start at "K" Street and work sout and property owners will b~~ required to convert their service to r ceive underground, there is !:he need to form the district now. San biego Gas & Electric is not planning to underground their facilities until sometime in 1.981. The City's allocated funds will not be utilized until 1981. 1A~ (Continued) Form A-113 (Rev. 11/79) Page 2 , Item No . 5, 5a Meeting Date 2-12-80 Form tion of the district will require that owners of the property with n the district convert their electrical, telephone and cable T.V. service connections to receive underground facilities on a date to be set in the future. The cost of converting the service conn ctions will be borne by the property owners. The cost of cony rting an electrical service averages between $350 and $600 per resi ential service and higher for commercial service depending on sere ce load and other criterion. The cost of converting a tele hone and cable T.V. service is somewhat less and averages about $250 per residential service. Approximately 25 properties will need to c nvert their service. The ity Engineer, subsequent to the formation of the district by the ity Co uncil, will submit to the City Council, a resolution sett ng the dates for the property owners to be ready to receive unde ground facilities and the removal of poles in accordance with the hula Vista City Code. The submission of the resolution to set the ate will occur after the receipt of San Diego Gas & Electric Co .' scheduling for the project. Sect~on 15.32.130 of the Chula Vista Municipal Code requires that City Council cond uct a public hearing to ascertain whether the publ~c health, safety, and general welfare requires the unde grounding of existing overhead utilities within designated area of the City and to give persons the opportunity to speak in favo of or against the formation of the proposed district to unde ground utilities. A transparency is available for Council viewing. FISCp+L IMPACT The ost of undergrounding utilities along Third Avenue from "K" Stre t to "L" Street will be funded from accumulated allocations from the San Diego Gas & Electric Company.
