Adopt resolution accepting traffic signal work and direct staff to return in 90 days with a final recommendation on signing for the right turn lane at Bonita Road and Otay Lakes Road . DISC~ISSION: No X ) 5, The pproved plans for work at the intersection of Otay Lakes Road- Boni a Road called for the widening of Otay Lakes Road to provide for a free, right turn lane from eastbound Bonita Road. i New ~aving was to be constructed adjacent to the pavement in the widened section. The ontractor placed a thin layer of pavement overlay on the new and the ~xisting street surface for cosmetic treatment. This additional pavement was placed without our instructions. The (thin layer started peeling away from the underlying pavement imme lately after its placement. It has been repaired twice since late Dece ber and is still not acceptable. With the recent rains, the material has again started to peel. H. L. Foster Construction Company has been informed that prior to the City Engineer recommending acceptance of his work, that the overlay prob em must be permanently corrected. This will be accomplished when weat er permits. The Council will be requested to accept the street improvements after the permanent repair has been accomplished. I am', however, recommending acceptance of the work performed under the cont act awarded to Perry Electric Company dated August 13, 1979, for the onstruction of traffic signals and appurtenances. A final inspection was made on January 4, 1980, and it was determined that this work has been completed in accordance with the terms of the contract. At the meeting of January 15, Council also requested that the Traffic Eng ineer investigate the possibil ity of installing a sign at the ~ intersection advising eastbound traffic on Bonita Road that is not Form A-113 (Rev. 11/79) (Continued) • e Page 2, Item No. 24 Meeting Date 2-5-80 ~~ nece~sary to stop before turning right. This type of sign may have the posi ive impact of reducing the frequency of motorists stopping before turn ng right. However, I believe it may also reduce caution on the part,of the motorist in making that turning movement. That turning movement should be made cautiously because vehicles in the left lane (on Otay Lakes Road) need to travel across the right turn lane to gain acce s to the ARCO station and the Vons parking lot. I recommend that this intersection he under study by Traffic Engineering staff for 90 days and report back a final recommendation to Council.
