Plan for Unclassified Hourly Employees

Each y ar the City Council adopts a resolution establishing the compensation plan for
unclassified hourly employees. Through the year events may occur which necessitate
changes in the pay rates established for these positions. Effective 1/1/80, the Federal
minimu wage was increased to $3.10 per hour. Three classifications of employees currently
receive wages at the entry level below this minimum wage. Therefore, it is my
RECOM ENDATION: That Council:
ll. Amend Resolution 9640 by increasing the salary range for Intern I, Recreation/
Aquatic Aid and Seasonal Assistant from 15.6 ($3.00 to $3.64) to Range 16.3
~! ($3.10 to $3.77) effective 2/8/80.

DISCUSSION
Although the City is not bound to pay minimum wage we believe that meeting the Federal
minimum can help the employees morale and recruitment. The three classifications listed
above currently start at a level below the minimum. There is frequent turnover in these
class fications meaning that many of these hourly employees are at Step A. By increasing
the r~nge we will assure that all our hourly employees are paid at least the minimum.
FISCAIL IMPACT
The recommended salary range represents an increase of approximately 3%. The additional
wages which will be paid at the higher range can be absorbed in current departmental
budgets.
