INTRODUCTION: 1. In May, 1976 the City Council approved a tentative subdivision map, PCS-76-3, known as Parkway Place, for the division of 3.08 acres located at the northwest quadrant of Park Way and Fifth Avenue into five lots. The tentative map has since expired and has been resubmitted by the applicant. 2. Also, in 1976 the Planning Commission granted a variance which limited the construc- tion to one single family dwelling on each of four lots created. That variance also has expired. The applicant reapplied fora similar variance which was granted by the Planning Commission on January 9, 1980. 3. The Planning Commission, on January 9, 1980, adopted the Negative Declaration on IS-75-78, which is herewith forwarded for City Council adoption. B. RECOMMENDATION: Concur with Planning Commission. C. PLANNII~~G COMMISSION RECOMMENDATION: On January 9, 1980 the Planning Commission by a 7-0 vote recommended that the City Council approve the tentative subdivision map for Chula Vista Tract 80-8, Parkway Place, in accordance with Resolution PCS-80-8. D. DISCUSSION: The proposed subdivision contains 3.08 acres. Lots 1 through 4 each contain 7,320 sq.ft. and measure 61' X 120'. Lot 5 contains 2.41 acres and is already developed with 128 apartment units. Lots 1-4 will be developed with single family dwellings. A portion of the city's Central Area Basin drainage system extends down the westerly side of lots 1-4. Therefore, a drainage easement will be required on the tentative map. The drainage easement is 25 feet wide through lots 2-4 and a portion of lot 1, however, the easement increases in width to 50 feet at the north end of lot 1. The increase in width is necessary to accommodate a change in the flow of drainage. Because the applicant plans an open drainage channel, a substantial portion of the lot (25%) will be devoted to the channel. In order to insure that lot 1 will have sufficient usable open space in the rear yard the Planning Commission has recommended that a plot plan be approved by the Director of Planning prior to the City Council's approval of the final map.
