ITEM TITLE RESOLUTION: 9~~jApproving Rule Change - Civil Service Rule 1.05, Section
On January 10, 1980, the Civil Service Commission considered a request from the Police
Department to extend the probationary period for Peace Officers from 12 months to 18
months. The Commission approved this extension and a modification to Rule 1.05 H.l.
which~~delineates the extension. This Rule change is forwarded tr~ City Council for adoption.
The lpnger probationary period for Peace Officers has been recommended because the
12-mo~hth probationary period does not allow sufficient time to evaluate a new Peace Officer
working alone in the field. Four months of the first twelve months are taken up in the
Police Academy. Another three to four months is taken up in a formal training assignment
where'', the new Peace Officer works side by side with an experienced officer. This leaves
only ~ few months to observe job performance under normal working conditions. By extending
the probationary period for another six months the new officer can be observed working
alone~in the field for at least eight to ten months, thus allowing the department to make
a more informed decision about the outcome of the probationary period.
A rev$ew of California cities indicates that the 18-month probationary period for Peace
Officers is not unique. The following table illustrates the length of probationary
periods in California cities:

Based on these considerations it is recommended that the probationary period
for employees in the classification of Peace Officer be set at 18 months. The
Chula Vista Police Officers Association as well as the Police Department staff
are in favor of this change. All other employee groups were notified and no
objections were raised.
