With the completion of that work, the undergrounding of utilities on Third Avenue all the way from "E" Street to south of Main Street will be complete except for a segment between "K" Street to "L" Street. This project will underground utilities i.n this segment. On December 5, 1979, an Underground Utility Advisory Committee (UUAC) meeting was held in Conference Room 3 to adopt the proposed boundaries of the district and to establish phasing and subsequent construction. ' The UUAC approved. the boundaries of the district as shown on the plat entitled "Third Avenue Undergrounding District No. 111, "K" Street to "L" Street". This proposed undergrounding on Third Avenue is priority 3 on the priority list approved by the City Council on Aug ust 23, 1979. The Telephone Company has scheduled to underground Third Avenue south of "K" Street in mid 1980 with a pole out date in 1983. Since the Telephone Company's work is required to start at "K" Street and work south, it is necessary to form the District now. However, San Diego Gas & Electric is not planning to underground until sometime in 1981. The City's allocated fund will not be utilized until 1931. BOARD/COMMISSION RECOMMENDATION COUNCIL ACTION by the City .^~sncii of .~,)~ Chula Vista, C-_!ifornia Form A-113 (Rev. 5/77) Item No. g ' For meeting of 1-22-80 Supplemental Page 2 Section 15.32.130 of the Chula Vista Municipal Code specifies that City Council set a public hearing to ascertain whether the public health, safety, and general welfare requires the undergrounding of these existing overhead utilities within designated areas of the City and to give ttie persons the opportunity to speak in favor of or against the formation of a proposed district to underground utilities. The purpose of forming a district is to require property owners to change their electrical wiring to receive underground electrical service. Section 15.32..140 requires that the City Clerk notify all affected persons and each utility company of the time and place of the public hearing at least 15 days prior to the date of the public hearing. Notice shall also be given by mail to all property owners and occupants of property .located within the boundaries of the proposed district. The City Clerk is required by this section of the code to publish the resolution of intention setting a public hearing in the local newspaper no less than 5 days prior to the date of the Public Hearing.
