A. BACKGROUND
1. On September 13, 1979 the City Council unanimously accepted the C1ty Manager's
recommendation to delegate to the Design Review Committee the responsibility for reviewing
commercial and industrial developments in cases where the."P" Modifying District is
attached to the underlying zone.
2. The actions recommended in this report are designed to implement the charge of
Council without reducing the effectiveness of the provisions of the "P"' hodifying District.
3. The Environmental Review Coordinator conducted an Initial Study, IS-80-24, on
the proposed amendments to the Chula Vista Municipal Code and Design Manual addendum, and
on November 2, 1979 issued the attached draft Negative Declaration.
B. RECOMMENDATION
1. Find that in accordance with the draft Negative Declaration on IS-80-24 and the
findings therein, the proposed zoning text amendments and design manual addendum will
not have a significant impact upon the environment and adopt the Negative Declaration.
2. Adopt the ordinance as recommended by Resolution PCA-80-1 designating the Design
Review Committee as the agency responsible for reviewing developments in the commercial
and industrial zones when the "P" Modifying District is also attached.
3. Adopt the proposed "Commercial Principles Addendum" (see Exhibit A) to the
Design Manual of the City of Chula Vista.

Concur with the Planning Commission recommendation.
BOARD/COMMISSION RECOMMENDATION
On November 14, 1979 the Planning Commission adopted the draft Negati~~e Declaration on
IS-80-24 and voted 7-0 to recommend the adoption of amendments to the Municipal Code relating
to multiple family dwelling, commercial, and industrial projects in Precise Plan Modifying
Districts in accordance with Resolution PCA-80-1; the Planning Commission also voted 5-2 for
approval of the Cormercial-,~+`'~nciples addendum to the Design Manual.

C. ANALYSIS
1. Under the proposed zoning text amendments, the site plan and architectural
review of commercial and industrial projects governed by the "P" Modifying District
would be placed within the purview of the Design Review Committee. This Committee's
present jurisdiction is confined to multiple-family residential projects.
2. The proposed extension of the Design Review Committee's jurisdiction would
simplify the precise plan review of commercial and industrial projects by reducing
the number of reviewing bodies, and shouid resultantly reduce private processing and
project development costs. This extension would also relieve the Planning Commission
and City Council of the burden of devoting much time to matters which are technical
in nature, and which are not of great significance from the standpoint of city planning
policy.
3. The proposed "Commercial Principles Addendum" to the Design Manual, if adopted,
would provide the committee guidelines, criteria, and standards upon which it could
base its decisions. Any proposed amendments, modifications, or refinements to the
Addendum would necessitate prior action by the Planning Commission and City Council.
4. Since industrial uses tend to 6e more individualized than residential or
commercial projects, standardized design principles cannot be readily applied to them.
Industrial uses, therefore, must be addressed, from the standpoint of urban design, on
a case-by-case basis.
5. It should be noted that the Planning Commission and City Council would
exercise appelate jurisdiction over all matters. considered by the Design Review
Committee.
