Parking Only to a Combination of Permit and Ten-
Hour Parking

At the Parking Place Commission meeting of December 11, 1979, it was unani-
mously recommended by all five members that our new parking lot Nine, located
at Center and Landis Avenues be changed from permit-parking only to a com-
b ination of permit parking and ten-hour metered parking. Posts would be
installed at each space and would either indicate."Reserved for Permit
Parking Only" or have a ten-hour parking meter.
Lot Nine contains 57 spaces and has been open since October, 1979. In spite
of efforts to sell permit parking for the entire lot, we have been able to
sell only ten permits to date. These ten spaces are currently occupied by
tenants of the Zogob Office Building on Fourth Avenue south of F Street.
Mr. Zogob is personally paying for nine spaces and one tenant is purchasing
his own space. We have a firm committment from Mr. Phil Creaser to purchase
25 permit spaces when his new office building is completed. This will be
i.n approximately three months.
Due to the uncertainty of Mr. Zogob's continued occupancy and because we
will still have at least 22 vacant spaces remaining, the Commission felt
that ten-hour metered parking would be the best solution to obtain greater
utilization of this lot. Our previous experience with permit parking only
on Del Mar Avenue was not totally successful. There were 22 spaces
available at that lot and we averaged only 11 permits sold per quarter.
When this lot-was converted to all-day metered parking, it has been full
ever since.

Posts are available for City forces to install. We will need to purchase
35 small "Permit Parking Only" signs at a cost of $175. Funds are presently
available in account 230-2300-5568.

The Commission also felt that the installation of parking meter posts in
lot 9 will affort the flexibility of accommodating both prospective permit
purchasers and those that prefer to pay on a daily basis. Dual usage should
provide the City with maximum results.
The present rate for permit parking authorized under Resolution 8392 is
$10..00 per month payable on a calendar quarterly basis.
