The current Block Grant program contains a three-phase project to establish a
neighborhood center in one of the Neighborhood Strategy Areas on the western side
of Chula Vista. The first phase in the current fiscal year consists of a survey
to determine if, where, and how such a center should be built. In 1980-81, funds
are planned for the design of the center and construction funds are included in
1981-82. If a center is not justified by the survey, the design and construction
funds could be used for other projects.
A request for proposals was published on November 15 and 25, 1979 and five proposals
were received. Of these, four were interviewed on December 5 by a panel consisting
of City staff and a community representative. Listed below are the five respondents
and their proposed costs:

It was the consensus of the panel that the firm of Community Research Associates
would be the most appropriate for this project and that Analysis/Research, Ltd.
was the second best. Although it was not the low bidder, this conclusion was
reached on the basis of the firm's knowledge of community needs analysis methods,
experience with other neighborhood center projects, and familiarity with the
Chula Vista area.
A resolution is attached which approves an agreement between the City and Community
Research Associates.
The consultant will be conducting a personal interview survey of the Feaster,
Mueller, and Vista Square neighborhoods to determine the resident's needs. They
will analyze this data to see whether a neighborhood center would meet these needs,
and if so, what type of center it should be. The consultant will suggest its size,
shape and location, and a list of those who would use, occupy and maintain it. If
the need for a center is not indicated by the survey, they will analyze the data to
determine what the needs are and options to meet them.
