HomeMy WebLinkAboutReso 2010-252RESOLUTION NO. 2010-252 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ACCEPTING BIDS AND AWARDING THE CONTRACT FOR THE "SECOND AVENUE IMPROVEMENTS BETWEEN NAPLES STREET AND PALOMAR STREET (STL342)" PROJECT IN THE CITY OF CHULA VISTA, CALIFORNIA TO SOUTHLAND PAVING, INC. IN THE AMOUNT OF $932,437, AND AUTHORIZING THE DIRECTOR OF PUBLIC WORKS TO EXPEND ALL AVAILABLE FUNDS IN THE PROJECT WHEREAS, the project consists of the sidewalk improvements and related street work along Second Avenue between Naples Street and Palomar Street in the City of Chula Vista; and WHEREAS, the work also includes all labor, material, equipment, transportation, protection and restoration of existing improvements and traffic control necessazy for the project as shown on the drawings; and WHEREAS, City staff prepared plans and specifications for the "Second Avenue Improvements between Naples Street and Palomar Street in the City of Chula Vista (CIP No.: STL342)" project; and WHEREAS, on September 22, 2010, ten bids were received as follows: CONTRACTOR BID AMOUNT 1. Southland Paving, Inc. -Escondido, CA $ 932,437.00 2. LB Civil Construction -San Diego, CA 951,645.00 3. Palm Engineering -San Diego, CA 996,695.00 4. Scheidel Contracting and Engineering, Inc. - La Mesa, CA 1,093,070.50 5. Portillo Concrete, Inc. -Lemon Grove, CA 1,104,095.00 6. Blair Rasmussen Construction, Inc. -San Diego, CA 1,124,979.46 7. Ramona Paving & Construction Corp. -Ramona, CA 1,187,951.00 8. 3-D Enterprise, Inc. -San Diego, CA 1,232,700.00 9. Zondiros Corp. -San Marcos, CA 1,331,450.00 10. New Century Construction, Inc.- Lakeside, CA 1,454,940.00 WHEREAS, Southland Paving, Inc., which was the apparent low-bidder upon bid opening, met the regulations and guidelines presented in the bid package and is declazed to be responsive; and Resolution No. 2010-252 Page 2 WHEREAS, the low bid by Southland Paving, Inc. of $932,437 is $167,563 fifteen percent (15%) below the Engineer's estimate of $1,100,000; and WHEREAS, staff has reviewed the ]ow bid and recommends awazding a contract in the amount of $932,437 to Southland Paving, Inc.; and WHEREAS, approval of tonight's resolution will increase the Director of Public Works authority to approve change orders as necessary and authorizing the expenditure of all available funds in the project. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby accept bids and award the contract for the "Second Avenue Improvements Between Naples Street and Palomar Street (STL342)" Project in the City of Chula Vista, California, to Southland Paving, Inc. in the amount of $932,437, and authorize the Director of Public Works to expend all available funds in the project.
