The project involves removal and disposal of existing improvements, clearing and grubbing, drainage control, catch basins, various sizes of pipe, transition structure, chain link fencing and gate, A.C. berm and Alternate A (reinforced concrete rectangular channel) and/or Alternate B (10'x4-1/2' reinforced concrete box), and other miscellaneous work shown on the plans. Funds for this project were budgeted " FY 1984-85. ttached is a sketch showing the general location of the work to be accomplished. RECOMMENDATION: That Council accept bids and award contract to Commercial Contractors, Inc. for the construction of Alternate A (reinforced concrete rectangular channel) in the amount of $218,184.73. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: Bids were received from six contractors as follows: Alt. A Reinforced Alt. Meeting Date$ Staff bid two alternates on this project, both of which satisfactorily handle the expected drainage flows. If there had only been a slight difference in the cost between Alternate A and B, staff would have recommended the construction of a reinforced concrete box culvert. However, the minor savings in maintenance costs for a box culvert does not justify the added expenditure of approximately $33,000 in construction cost. Therefore, staff recommends that Alternate A (reinforced concrete rectangular channel) be constructed. The Deputy Director of Public Works/Operations concurs with this recommendation. It may be advantageous to cover the channel for use by property owners. Where feasible, staff will be contacting property owners to see if they want the box culvert versus the open channel. If so, a change order will be prepared for the difference in cost between the open channel section and the box culvert with the property owner paying the difference. The low bid by Commercial Contractors Inc. for Alternate A is below the Engineer's estimate of $230,336.00 by $12,151.27 or 5 percent. We have reviewed the low bid and believe it to be satisfactory and recommend awarding the contract to Commercial Contractors Inc. This project is being funded by Community Block Grant Funds and included in e specification documents are goals for meeting the City of Chula Vista firmative Action Program. The pre-award conference was held with the ontractor on Friday, May 20 to review his employment and contracting plan for meeting the goals in this program. Staff believes the contractor has made a satisfactory effort for meeting the Affirmative Action Program of the City of Chula Vista. The Department of Housing and Urban Development has reviewed this contractor's eligibility to perform the work. We have received assurances that this contractor is eligible. The following change shall be made to increase the contract dated August 1, 1988, between the City of Chula Vista and Commercial Contractors, Inc., Contractor. REMARKS AND DETAILS: Change in plans and specifications requested by the City of Chula Vista at our agreed cost: 1. Place 1 1/2" rock in areas over excavated due to poor subgrade material at an agreed unit cost of $22.42/cubic yard. Amount placed totaled 126.34 tons of 1 1/2" rock, or 90.5 cubic yards (126.34 tons/1.4 cubic yards/ton). Total cost for this work amounts to $ 2,029.00 ($22.42/CY x 90.5 CY). • The agreed price of $2,029.00 is considered to be full cost for furnishing all tools, labor, material and equipment for doing the above work and no additional compensation will be due.
