Due to the extended public discussion of Scenario 4 and associated work involving the Eastern Territory, supplemental funding will be required to complete the project. Staff is also requesting an extension of the agreement from September 30, 1988, to December 31, 1988. RECOMMENDATION: Adopt the resolution and authorize the Mayor to execute the agreement amendment and appropriate the funds. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. • DISCUSSION: The amendment to the contract with P&D Technologies is being brought to the City Council before the end of the fiscal year to avoid any requests for additional funding during next fiscal year. Project Status The current agreement with P&D Technologies totals $285,136 with a balance of $52,261 as of June 1, 1988. Much of the work effort on the General Plan Update since the first of the year has consisted of responding to inquiries at public meetings concerning plan and policy proposals involving Scenario 4. The major expenditure of time by P&D Technologies has been devoted to assisting staff with five City Council conferences, four Planning Commission conferences and between 40 to 50 meetings with property owners and/or consultants to property owners seeking revisions to Scenario 4 or the open space policies. This extensive effort was not contemplated in the current General Plan Update Agreement with P&D Technologies. Since January 1988, P&D Technologies has completed the Fiscal Impact Report and prepared the preliminary General Plan Map. Work is also progressing on preparation of the General Plan text and the Environmental. Impact Report. the City Council of Chula Vista, California ~; f ~ ~,.7~'r C-~ Dated • Page 2, Item 15 Meeting Date 6 4 88 Work Program Amendment The original agreement with P&D Technologies called for an expenditure of $228,000 for preparation of the General Plan Update. During the course of the original contract period, the City has amended the contract to add $15,550 and $44,486 for a new total contract amount of $288,036. As of April 8, 1988, approximately $52,261 remained unexpended. Staff estimates that due to the extended period time required to resolve land use and density policy issues, additional technical work required to prepare the EIR and additional time devoted to meetings and analysis of property owner requests, an adjustment to the current contract is required. The anticipated work items comprising this contract amendment are as follows: 1. Assistance to staff in preparing a General Plan Information Package and/or slide show illustrating general plan concepts. 2. Participation in public information presentations and meetings (estimate up to 10 meetings at 4 manhours per meeting). 3. Project work sessions with staff on existing elements • and revision necessary to integrate into new general plan document. 4. Additional field and literature research to complete draft EIR: Verification of existing EIR information Completion of data base (including field work) Analyze expanded data base 5. Additional workshops, conferences, and/or public hearings with Planning Commission and City Council. 6. Additional research and analysis of general plan issues resulting from Planning Commission and City Council referrals. 7. Additional exhibits for Planning Commission and City Council workshops. 8. Other professional services related to the General Plan as may be requested by the Director of Planning. 9. Meetings and/or analysis of issues raised by property owners outside the City limits. Total: $52,3561 • 1 Includes $5,000 revolving fund to pay P&D Technologies for attending meetings and/or preparing analysis of various issues raised by property owners in the Eastern Territories area. Actual time and costs will be billed to the property owner by the City and the revolving fund will be reimbursed on a continuous basis. Page 3, Item 15 • Meeting Date~JT~[7$$ The requested funding represents an additional 18% added to the funding authorized to date for the P&D Technologies contract of $285,136. The new amended contract total is $337,492. FISCAL IMPACT: The estimated cost to complete this additional work is $52,356. The source of funds is the unallocated reserve of the General Fund.
