COUNCIL AGENDA STATEMENT Item 14 Meeting Date 6/14/88 ITEM TITLE: Resolution ,~~~ Authorizing amendment to Agreement Between City of Chula Vista and Bud Gray for Planning Services SUBMITTED BY: Director of Planning ~Q REVIEWED BY: City Manager;° (4/5ths Vote: Yes X No On February 25, 1986, the City Council authorized the hiring of Mr. Bud Gray as the Project Coordinator for the General Plan Update. On January 6, 1987, the agreement was extended until December 31, 1987, and on January 12, 1988, the agreement was extended to September 30, 1988. This amendment will extend the agreement for 9 months from September 30, 1988 to June 30, 1989, for the purpose of continuing Mr. Gray's services as Project Coordinator for the General Plan Update as well as Project Coordinator for the Growth Management Program. Approximately 4-6 months would be for the General Plan and 6-9 months for the continuation thereafter of the Growth Management Plan completion. • RECOMMENDATION: That Council approve the resolution and authorize the Mayor to execute it on behalf of the City of Chula Vista. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: The projected completion date of the General Plan Update, which Mr. Gray is coordinating, will be later than originally anticipated due to the substantial interest and involvement of property owners in the Eastern Territories and coordination with Engineering section and JHK & Associates, the other two General Plan consultants. A large amount of time has been devoted to meetings and discussions with property owners to resolve land use issues regarding Scenario 4. Mr. Gray has been deeply involved in all facets of the General Plan Update, including assisting staff in discussions with the property owners. It is now anticipated that the General Plan Update will not be totally completed before the September 30, 1988 termination date of Mr. Gray's contract. In addition, Mr. Gray is assisting in coordinating the preparation of the Growth Management Program. This program is anticipated to take approximately 9 months to complete. FISCAL $36,000 budget. • IMPACT: The estimated cost to fund this contract amendment is and will be funded from the unallocated reserve fund from the current WPC 5223P y ~e City Council of Chula Vista Cal` c. nia Dated '~
