One Crime Analyst was hired to develop and run the program. The program's success to date can be measured by the assistance it has provided to both the Patrol and Investigation sections of the Police Department. However, we are limited in what we can accomplish with just one person. The Office of Criminal Justice Planning (OCJP) provides grant funds to support a Career Criminal Apprehension Program (C-CAP) or Crime Analysis Program. The Department is requesting Council approval to submit a grant request to OCJP to enhance the Crime Analysis program. RECOMMENDATION: Adopt the resolution. OARDS/COMMISSIONS RECOMMENDATION: None. ISCUSSION: The C-CAP Grant requested is $146,929. These funds would be used to expand and enhance the effectiveness of the department's Crime Analysis Unit. Since the Unit now is composed of only one Crime Analyst, it is limited in the scope of what it can accomplish. As the department has become more aware of what the Crime Analysis Unit can do for it, the volume of work has continued to increase. The funds will provide two additional positions - one Crime Analyst and one Clerk II. This would dramatically increase the volume of data which could be analyzed, and the assistance that could be provided to more areas of the department. In addition to staff support, the funds will also be used to develop a training program for department management and program users to help them understand what kinds of information is available to them. Also requested is some support equipment for the new position and a sophisticated computer system including a PC, printer, plotter and specialized software. The Program is funded in part from funds made available through Chapter 477, 1985 Statues as well as through matching funds appropriated by the City as required by the Office of Criminal Justice Planning. The match requirements are as follows: first grant award year, 10~ local cash match; second year, 20% cash match and final eighteen month award period, 35q cash match. In-kind services cannot be used as cash match. ~ISCAL IMPACT: The grant provides funding for a total of 3.5 years. The 10 percent required match for the first year is $14,693. The required match can be achieved by applying the existing Crime Analyst's salary. There should be minimal, if any, impact on the General Fund. WPC 0135N l~ /,,~11
