On May 19, 1888, the Agency approved the Preliminary Report and Draft
Amendment #2 to the Town Centre II Redevelopment Plan. The proposed Amendment
would add ten sites, totaling 147.11 acres, to the existing Project Area.
Subsequent to the Agency's approval, the Report and Draft Amendment were sent
to all of the affected taxing agencies for review. The next formal step in
processing the Plan Amendment is for the Agency to request and the Council to
consent to call for a joint public hearing with the Redevelopment Agency on
the Plan Amendment and Final Environmental Impact Report.
RECOMMENDATION: That the Agency request and the Council consent that the
c;ty Council hold a joint public hearing with the Redevelopment Agency to
consider final approval and adoption of the Second Amendment to the Town
Centre II Redevelopment Plan and approval and certification of the Final
Environmental Impact Report.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
Community Redevelopment Law requires that the Agency request that the Council
call for a joint public hearing to consider the Plan Amendment and Final EIR.
Council must then take formal action to call for the joint public hearing and
have it properly noticed in a newspaper of general circulation for four
• consecutive aieel<s prior to the scheduled hearing. The City must also have the
notice mailed to all land owners in the existing and proposed redevelopment
project area.

In order to collect tax increments from the additional properties in the
upcoming year, the joint public hearing must be held no later than July 12,
1988. Prior to that hearing, the Agency must approve a Final Report on the
Plan Amendment and submit it to Council, the Project Area Committee must
recommend approval of the Plan Amendment and the Planning Commission must
certify the EIR and recommend approval of the Plan Amendment. These steps are
all being organized at this time.
FISCAL IMPACT: The fiscal ifipact of the expanded project area boundaries is
being prepared at this time and will be provided in the Final Report for the
Redevelopment Plan Amendment.
