The purpose of the special sewer service rate was to provide for the maintenance of a sewer pump station serving the subject subdivision. RECOMMENDATION: That Council place Ordinance on First Reading. OARDS/COMMISSIONS RECOMMENDATION: Not applicable. CUSSION: In conjunction with development of the Chula Vista Woods Subdivision (now known as Foxhills), the developer was required to make provisions for the continued maintenance of the sewer pump station installed to serve the subdivision. At the time, it was estimated that the maintenance cost would be approximately $5000.00 per year. Based on this, it was determined that each property owner in the subdivision should be charged an additional $4.50 per month to provide for the cost of this maintenance. Included in this figure is $.25 per month that Otay Water District charges for collecting this special sewer rate on the individual water bills. The cost of maintaining the sewer pump station for the past 18 months has been approximately $5380.00. The developer deposited $5000 to establish an initial fund to provide for said maintenance. Since then, the City has collected $4423.50, leaving the fund with a balance of $4043.50. The sewer pump station currently serves 110 single family homes. The Rancho del Sur subdivision proposes to utilize the sewer pump station to serve 95 new homes within that subdivision and 3 existing single-family homes that are currently on septic tanks. Staff has determined that the sewer pump station is capable of accommodating the additional sewage generated by these homes. • • Page 2, Item -20~` '- Meeti ng Date-- ~ ` ~'` Ordinance 2181 requires an annual review to determine whether the amount being collected for maintenance is appropriate. Currently, it is estimated that the maintenance cost will be about $5000.00 per year and it appears that the amount being collected is correct, based on the currently occupied 110 single-family homes. It is presumed that by the time of the next annual review, most of the homes in Rancho del Sur will be occupied. The addition of these 98 units would probably reduce the cost to about $2.50 per individual homeowner. The boundary of the existing district consists of the subdivision boundaries of Chula Vista Woods Subdivision (Units 1 and 2). The proposed boundary modification would include the addition of Parcels 1, 2, and 3 of Parcel Map 5944, Lots 1 through 54 of Map 12062 and Lots 1 through 23, Lots 50 through 62 and Lots 65 through 69 of Map 12064. All of the property owners within the original special rate area and the owners of all the property to be included have been notified of this hearing.
