At 2 p.m. on May 11, 1988 in Conference Room 2, the Director of Public Works
received sealed bids for "Replacement of Existing Sidewalks and Driveways and
Removal of Street Trees along the 1100 Block of Hilltop Drive in the City of
Chula Vista, California." The work includes removal and construction of curb
and gutter, sidewalk, driveways, sidewalk ramps, and asphalt concrete
pavement. It also includes removal of street trees, stumps, and roots.
RECOMMENDATION: That Council:
1. Appropriate $60,000 from the unappropriated balance of the Gas Tax Fund to
Tree Removal and Replacement of Sidewalks-1100 Block Hilltop Drive account.
2. Accept bids and award contract to Silver Strand Masonry and Cement
Contractors in the amount of $39,223.43.
3. Authorize City Engineer to execute Change Order No. 1 which may increase
the contract bid amount by $12,000 (funds for replacement of water
laterals behind meters as necessary and replacement of existing irrigation
systems as required).
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
The City Council at their meeting on March 1, 1988, by Resolution 13476
authorized the Public Works Department to prepare a contract for removal of
all existing tree stumps and roots, repair any remaining damaged sidewalks,
and replant new Chinese Flame trees in the 1100 block of Hilltop Drive.
This project accomplishes all the work itemized above except for the planting
of the trees. This will be done by the City crews after completion of the
work.

Bids for this project were received from six contractors as follows:
1. Silver Strand Contractors - San Diego $39,223.43
2. Commercial Contractors, Inc. - San Diego 46,310.05
3. Carolyn E. Sheidel-Contractor - La Mesa 52,719.70
4. Rocca Construction, Inc. - Chula Vista 55,971.08
5. Sapper Construction Co. - San Diego 59,912.30
6. Shaefer Construction - Encinitas 64,459.00
The low bid by Silver Strand Contractors is below the engineer's estimate of
$59,677.75 by $20,454.32, or 34%. We have reviewed the low bid and recommend
awarding the contract to Silver Strand Contractors, San Diego.
Included in the specifications was a statement that the utilities would be
relocated by the various utility companies. San Diego Gas & Electric's
facilities are in a franchise position and will be replaced by them at their
cost. The water company, however, has indicated that they will relocate one
of the water meters that is in conflict with a new driveway; however, the
water line in back of the meter into the property is the responsibility of the
property owner and the adjustment or replacement of that line is the
responsibility of the City. The contractor has presented to staff a proposal
for replacement of water lines (if required) from the back of meter to
approximately the property line and on the replacement of irrigation lines on
a per-house basis. Additional funds are being requested to cover these
• possible expenses.
The planting of the trees are to be done with City forces. The purchase of
the trees is expected to cost about $1,100 and will be accomplished with a
portion of the funds appropriated.
