At 2:00 p.m. on April 27, 1988, in Conference Rooms 2 and 3 in the Public
Services Building, the Director of Public Works received sealed bids for
"Paving, security lighting, and other miscellaneous improvements at Rienstra
Sports Complex and Lauderbach Community Center in the City of Chula Vista,
CA. The work includes removal and disposal of existing improvements,
excavation and grading, asphalt concrete paving, curbs, sidewalks, wheel
stops, processed miscellaneous base, security lighting system, repair of
bleachers and other miscellaneous work shown on the plans. Funds must be
• transferred to pay for all needed improvements.
RECOMMENDATION: That Council:
1. Transfer $16,160.35 from the unencumbered balance of the budgeted project
accounts for Chula Vista Junior High School Drainage to Parking and
Security Lights, Lauderbach Center.
2. Transfer $33,238.35 from the unencumbered balance of budgeted project East
"J" Street median to two new accounts for Parking and Security Lights,
Lauderbach Center, and Renovate Rienstra Sports Complex II.
3. Accept bids and award contract to Odell Construction Co., Inc. in the
amount of $123,469.80.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
This project combined two separate CIP projects with similar type of work
under one contract. The two projects were as follows:
1. Lauderbach Community Center - This project included the installation of a
parking lot and security lighting at the Community Center.
• 2. Rienstra Sports Complex II - This project included installation of
security lighting, paving around the ballfields, and replacement of
bleachers.

Bids were received from two contractors as follows:

1. Odell Construction Co., Inc. - San Diego $123,469.80
2. L. R. Hubbard Construction Co., Inc. - San Diego 136,745.99
The low bid by Odell Construction Co., Inc. is above the engineer's estimate
of $117,540 by $5,929.80 or 5 percent. We have reviewed the low bid and
recommend awarding the contract to Odell Construction, Inc.
Transferring of additional funds to construct the improvements is required, in
part, due to increased scope of work on both projects.
The Lauderbach Park project was an old County Block-Grant funded project which
was turned over to the City when Montgomery annexed. The original project
involved installation of nine security lights similar to the ones in the
existing parking lot and paving of an existing dirt lot used for overflow
parking.
The City revised the scope to include installation of 10 upgraded security
light fixtures, installation of four new lighting fixtures on existing poles
in the parking lot, resurfacing of the existing parking lot, installation of
• curbs and sidewalk, installation of wheel stops in the original parking lot
and new lot, installation of a gate at the entrance to the new lot, staff time
for administration and inspection and survey work. The scope was revised to
reflect City standards for parking lots (curbs, wheel stops) and to increase
security in the form of more and better lighting fixtures to increase
visibility. The upgraded lighting fixtures are the standard ones used in all
City parks.

The original scope and cost estimates for Rienstra Sports Complex were
developed in FY 1982-83. The original scope did not include the lighting or
paving around the bleachers. These items were added to enhance security and
appearance and to eliminate the muddy or dusty conditions around the
bleachers. The bleacher work was also enhanced, in that all of the wood
bleachers are to be replaced with aluminum and the concrete blocks on which
the bleachers are sitting are to be repaired. The original scope involved
replacing only some of these bleachers with wood replacements. All of the
bleachers are in disrepair, wood requires much more maintenance than aluminum
and aluminum bleachers have a much better appearance.
Since the Lauderbach Park project is funded with Block Grant monies,
additional Block Grant funds are being sought to transfer to this project.
Excess Block Grant funds are available in the recently completed Chula Vista
Jr. High School drainage project.

The Rienstra project is funded with State Grant funds and no additional State
monies are available to transfer to this project. Therefore, it is requested
that excess PAD funds be transferred from the East "J" Street median
renovation project, which is completed.
