Since then the improvements have been extended south of "G" Street and westerly from third Avenue on the south side of "F" Street. The district boundary was adjusted to include three properties on the south side of "F" Street between Third Avenue and Garrett Avenue in 1984. In accordance with the Streets and Highways Code, the City Engineer has prepared a report on the spread of assessments for the district. The ort was accepted and the required public hearing was set by Council its meeting on June 14th RECOMMENDATION: That the Council hold a public hearing to consider levying assessments and adopt the resolution levying said assessments for 1988-89. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: In 1980, the Redevelopment Agency had improvements completed for the beautification of the downtown area along Third Avenue between "E" and "F" Streets. At that time an assessment district was formed to offset the costs of maintaining the additional landscaping and supplying electrical current to the decorative lighting system. The present district includes all those properties fronting both sides of Third Avenue from "E" to "G" Streets and three properties along the south side of "F" Street, west of Third Avenue. The "Landscaping and Lighting Act of Streets and Highways Code of the State Council to hold a public hearing to levying assessments each fiscal year. 1972" (Art. 4, Chap. 1, Part 2; of California} requires the City hear interested parties prior to • /. ~ ~~~~ Page 2, Item 31 Meeting Date 6/21/88 Director of Public Works has prepared the Engineer's Report, eading the subject assessments. At its meeting held on June 14th, the Council accepted this report and set June 21st as the date for the public hearing. The original budget for this district for Fiscal Year 1987-88 was $36,510. After protests were expressed at the public hearing, the figure was reduced by eliminating the steam-cleaning of sidewalks and by reducing the dollar amount for the Open Space Coordinator's administrative costs. The final budget figure was $31,495 (A net decrease of 14~) The resulting total net assessment to the property owners decreased from $32,300 to $27,278. The proposed budget for Fiscal Year 88-89 is set at $32,810. (It was approved by Council on June 15th.) This is a 4~ increase over last year's amount of $31,495. This is due to the increase in contractual services and electrical energy costs, plus raising the amount for staff services, so the district assessments will completely pay for the Open Space Coordinator's administrative costs. However, the actual assessment amount is proposed to be 1.7~ lower, since the balance available from the previous fiscal year was higher ($24,564.00 as compared to $18,530.00). The higher balance results from savings on the various budget items and investment returns. property owners in the District were notified of a Pre-Assessment ting held on June 12, 1988. Included in that notice was a chart s owing the past fiscal year's assessment for each parcel and a synopsis of item costs proposed for F.Y. 88-89 compared to last year. The property owners were also notified by mail of this public hearing. FISCAL IMPACT: None. If the assessments are levied as proposed, all costs incurred will be paid by the District.
