The emulsion is required to be delivered to the work site and spread by the vendor. RECOMMENDATION: That Council accept the bids and award the contract to Western Emulsions. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: .Three vendors were mailed bid proposal forms, with two submitting the following bids: ADDITIONAL PRICE CHARGE PER TON BIDDER PER TON FOR SHORT LOADS Western Emulsion $135.99 $27.20 Escondido Sim J. Harris Co. $145.90 -0- San Diego COST PER HOUR IF SPREAD TIME OVER 6 HRS $70.00 $70.00 The material will be used for the street chip sealing program which will be completed by the end of September. The estimated usage is 220 tons. The unit price per ton is based on 25 ton loads. The Streets Division estimates that they will require six 25 ton loads and six short loads (less than 25 tons). Based on that estimate, the total cost for the materials from the two bidders will be as follows: Western Emulsion: 150 tons @ 135.99 = $20,398.50 70 tons @ 163.19 = 11,423.30 3 2 . • Sim J. Harris: 220 tons @ 145.90 = $32,098.00 :: _..~ • Page 2, Item 16 Meeting Date 6/21/88 The first six hours time spent by the vendor spreading the emulsion is included in the price per ton. For any day that the vendor is required to spread the emulsion material for more than six hours, there will be an additional $70 per hour charge. The bid of Western Emulsion is low, meets specifications and it is the recommendation of the Director of Public Works that the contract be awarded to this company.
