On May 6, 1986, Council accepted the Department's report regarding renewal
options for Open Space contractors. The Department will exercise its option
to renew the landscape maintenance contracts in Open Space Maintenance
Districts 2, 3, 6, 8, 10, 11, 14 and 15.
RECOMMENDATION: That Council adopt resolution and renew maintenance
contract in Open Space Maintenance Districts 2, 3, 6, 8, 10, 11, 14 and 15.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
Council accepted the Department report on May 6, 1986, to include renewal
options for three additional years if work performance is satisfactory. Staff
felt contractors would be more responsive with the possibility of having a
maintenance area for four years versus the one-year contracts with no renewal
clause.
The option clause includes three one-year renewal options and provides a
percentage increase based on changes that are determined by San Diego area
Consumer Price Index for urban wage earners and clerical workers. The CPI
increase from April 1987 to April 1988 was 3.6%.
The renewal option contracts for FY 1988-89 is recommended for Districts 2, 3,
6, 8, 10, 11 , 14 and 15.

District 14 originally included only Phase 1 of Bonita Long Canyon
development. The new Phase 2 and 3 will be bid out separately until the
original contract in District 14 is put out to bid. At that time, all Bonita
Long Canyon maintenance districts will be rebid as one in 1991-92.
The department will not renew the option clause for Districts 1, 4, 5, 7,
and 9. These maintenance contracts have been rebid.
FISCAL IMPACT: Total cost for maintaining these districts is borne by the
respective homeowners in each district.
