RACK(;R(IIINfI~ The County of San Diego has been collecting fixed charge special assessments for cities and special districts without charge since 1969, the date of the last agreement. In addition, this agreement provides for a $5.00 charge for correction of errors. In an effort to recover the administrative costs of being a collection agent for cities, the County Board of Supervisors recently approved an amended agreement. The new agreement will be effective July 1, 1988 and establishes a fee of lOQ per parcel for each fixed charge special assessment collected by the County, as well as increasing the charge for correction of errors to $15.00. • RECOMMENDATION: Adopt resolution. BOARDS/COMMISSIONS RECOMMENDATION: N/A nr~r.ii~~Tn-u~ The County collects flat (fixed) charge special assessments for the City's open space and assessment districts. In 1987-88, the City's tax roll totaled 8,606 parcels eligible for special assessments. It is estimated that in 1988-89, assessment parcel segregation activity may add approximately 400 parcels to the roll, while open space districts are anticipated to remain stable. These estimated 9,000 parcels will be subject to the County's new collection fee of 10¢ per parcel. The proposal to increase the charge for correction of errors from $5.00 to $15.00 is expected to have minimal impact on the City. In 1987-88, the City noted two requests to the County to correct the tax bill after the tax roll was finalized, both due to the full assessment being paid off by the property owners. All charges made by the County as a result of this amended agreement will be collected by reducing the City's property tax allocation during the fiscal year to which the fee or correction charge is applicable. FISCAL IMPACT: Adoption of the resolution amending the agreement with the County of San Diego for collection of taxes and special assessments is projected to cost $900 in FY 1988-89 for the 10~ per parcel collection fee. There is no anticipated .fiscal impact for the correction of errors. The additional cost to the City will be passed on to the property owner as part of the administrative fee currently built into the flat charge. SP:mab #15 /,
