At its meeting on April 26, 1988, Council accepted a Report on Proposals for
HandYtrans Operation which recommended that Community Transit Services, Inc.
(CTS) be selected to operate HandYtrans for a three-year term beginning
July 1, 1988, and authorized the Transit Coordinator to develop an agreement
with CTS for this service. CTS has been the HandYtrans contract operator
RECOMMENDATION: That Council approve agreement with Community Transit
Services, Inc. to operate HandYtrans for a three-year term, July 1, 1988,
through June 30, 1991, with an option to extend the agreement with CTS for two
additional years, until June 30, 1993.
BOARDS/COMMISSIONS RECOMMENDATION: The SCOOT Elderly and Handicapped
Transportation Advisory Committee concurred with the selection of CTS to
operate HandYtrans at its meeting on April 20, 1988.

The total three-year contract amount with CTS for HandYtrans operation is
$725,913. The contract cost for each of the three fiscal years is as
follows: $?_34,342 for FY 1988-89; $241,871 for FY 1989-90; and $249,700 for
FY 1990-91. Although the contract cost of $234,342 for next fiscal year is
2.6% higher than the current fiscal year contract cost, the hourly rate of
$28.64 is a 20% decrease from this year considering the 22% service hour
For this contract beginning on July 1, 1988, CTS will provide five new
wheelchair lift-equipped vehicles. HandYtrans service will begin at 8:00
a.m., one-half hour earlier than the present 8:30 a.m. starting time;
therefore, service will operate from 8:00 a.m. until 4:30 p.m. Three vehicles
are programmed to be i n service a maximum of 8.5 hours per day each and one
additional vehicle is allocated for four hours per day as demand warrants.
The increased hours of operation are proposed to better serve early morning
trips to Southwestern College, South Bay Adult Day Health Center, Starlight
Center, and medical appointments for the general public. In addition, the
expanded hours and use of a fourth vehicle will be available to meet increased
demand for service in the eastern part of Chula Vista.

FISCAL IMPACT: TDA Article 4.5 and Proposition A funds will be sufficient
to fund HandYtrans operation during FY 1988-89 for the contract cost of
$234,342. Projected TDA and Proposition A funds for FY 1989-90 and FY 1990-91
should be sufficient for operation during those two years. However, if
funding is not sufficient, staff will propose to Council supplemental funding
sources including General Fund support (which Council has provided in previous
years from Transit Service Fund 235) and/or a fare increase.
