HomeMy WebLinkAboutReso 1989-15279 RESOLUTION NO. 15279 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA EXPRESSING ITS CONCERN REGARDING WATER FOR THE OTAY WATER DISTRICT The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the Otay Water District has been experiencing rapid population growth within its District boundaries; and WHEREAS, the Otay Water District has limited and inadequate water storage capacity and a limited water supply; and WHEREAS, on April 19, 1989, the Otay Water District Board of Directors adopted a "Report on Allocation of Water Requests Based on Water Availability;" and WHEREAS, the Report states that the District's anticipated peak week demand of 25.6 million gallons per day could exceed the present County Water Authority allocation of 24.6 million gallons per day; and that this concern is ~otwithstanding the 8 million gallons and 5 million gallons of ~erating reservoir storage added to the Central Area (Chula Vista) since 1988; and that the above condition could occur during the summer of 1989; and WHEREAS, the Report states that there may be some question as to whether or not the County Water Authority can continuously deliver 24.6 million gallons per day to the District; and WHEREAS, the ability of the Otay Water District to add significant water storage capacity will not occur before the summer of 1991; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby adopt a statement of concern regarding water for the Otay Water District. BE IT FURTHER RESOLVED that the City Council endorses the following recommendations of the Growth Management Oversight Committee: 1. To develop a master water plan for the Otay Water District's long range needs. -1- 2. To provide information to the City of Chula Vista for the preparation of the City's Growth Management Plan. 3. To proceed expeditiously to guarantee the funding and construction of major water facilities including terminal water storage, pipelines, pumping stations, treatment facility capacity and whatever other facilities are necessary to offset peak water demands. 4. To continue to pursue with other agencies, such as the Sweetwater Authority, the possibility of joint cooperative arrangements and the sharing of water facilities. 5. To pursue with the assistance of the City of Chula Vista better water management in the City to reduce peak water demands including aggressive water conservation measures and water reclamation techniques for development within the City. 6.
