RECOMMENDATION: That the City Council to affirm the Trial Traffic Regulation by adopting a resolution affirming the speed limit on Nirvana Avenue between Otay Valley Road and Energy Way of 25 mph. BOARDS/COMMISSIONS RECOMMENDATION: The safety Commission at their meeting of April 14, 1988, voted 7-0 to accept staff's recommendation. DISCUSSION: On June 24, 1987, a Trial Traffic Regulation (attached) was established for Nirvana. The speed limit on Nirvana prior to June 1987 was unposted. A Traffic and Engineering study, as required by State law, was conducted. The study showed an 85th percentile speed of 39 mph. However, the design speed is less than 30 mph. Based on the study, the speed limit was reduced to 25 mph. Section 10.12.030 of the Administrative Code only allows a Trial Traffic Regulation to exist for 8 months, at which time either a resolution affirming the Trial Traffic Regulation must be adopted or the Trial Traffic Regulation ceases to be effective. A new speed survey study indicates the 85th percentile speed is now 36 mph. It is, therefore, staff's recommendation that the 25 mph regulations be made permanent. FISCAL IMPACT: $150.
