The State has a Special Account for~Capital Outlay (SAFECO) which provides
funds to the State and municipalities for acquiring land or developing
facilities for public recreation and historical purposes. The City was
awarded SAFECO funds in the amount of $200,000 on January 1, 1988, for the
renovation of Norman Park Center. An official grant application must be
submitted to the State so that the funds can be encumbered for the project.
RECOMMENDATION: That the City Council adopt the resolution approving the
grant application for the SAFECO funds.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
These SAFECO funds will supplement $69,000 of City funds and $118,200 of other
State Grant monies. These existing funds were allocated for the renovation of
the restrooms and kitchen and upgrading/relocation of the air conditioning
system. With the addition of the SAFECO funds, the administrative offices,
classrooms, meeting rooms, common areas, and reception areas can be expanded.
The project architect is currently working on a master plan for the center,
which will be presented to Council for consideration in late June.
FISCAL IMPACT: The combination of $187,200 in existing funds and $200,000
in SAFECO funds would give the City $387,200 for the renovation project.
Since the project is still in the design development phase, total project
cost has not been determined.
