RESOLUTION NO. 15278
RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CHULA VISTA EXPRESSING CONCERN
REGARDING SCHOOLS FOR THE SWEETWATER
UNION HIGH SCHOOL DISTRICT
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the Growth Rate in the Sweetwater Union High
School District (2.3%) has outpaced their ability to provide
classrooms in a timely manner; and
WHEREAS, the present enrollment exceeds the District's
permanent facility capacity; thus, in the past three years, the
District has constructe~ 104 relocataDle classrooms and leased 35
trailer classrooms to provide interim classroom space; and
WHEREAS, the District has formed five Mello Roos
Community Facility District's in Chula Vista to eventually induce
the provision of new permanent school facilities to serve the new
~rowth in the City; and
WHEREAS, the overcrowding problems that the District is
facing in the southern part of the District outside of Chula
Vista is negatively affecting the quality of education in Chula
Vista. Students are being bused, for example, from those areas
to schools located within Cnula Vista; and
WHEREAS, the District is behind on implementing a new
high school in the southern part of the District due to potential
impacts of airport expansion studies and a moratorium on
residential development on Otay Mesa (revenue from which is
needed to pay for construction); and
WHEREAS, the State aid funding to schools is totally
inadequate and requires an overcrowded condition penalizing those
who do a good job.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista does hereby adopt a statement of concern
on schools for the Sweetwater Union High School District.
BE IT FURTHER RESOLVED that the City Council endorses
the following recommendations of the Chula Vista Growth
Management Oversight Committee:

1. To join with the City Of Chula Vista to support new
legislations at the State level to achieve more
adequate funding for permanent facilities.
2. To accelerate the planning and construction of the
Rancho Del Rey Junior High School, a High School
and other needed facilities in the southern part of
the District.
3. Continue to work closely with the City on insuring
that smaller sized development projects participate
in the annexable Community Facilities District.
Also, that appropriate mitigation measures be
placed on fezones and other discretionary actions
requested Dy developers which are not constrained
by the payment of school fees only.
4. To estaDlish a more formal long-range planning
program for projecting school needs in the next 5-7
years.
5. To continue to provide responsive and precise
school data and comments to the City of Chula Vista
on environmental documents and discretionary land
use applications.
6. To look at alternate solutions to relieve
overcrowding including modifying attendance
boundaries, making program changes, and looking at
oifferent options for school tracking.
BE IT FURTHER RESOLVED Dy the City Council as follows:
1. That the City Council intends that fees collected
in Chula Vista be spent in Chula Vista.
2. That Chula Vista schools not De negatively impacted
aue to busing.
3. That the School District provide an accounting Of
all fees raised in Chula Vista.
