On April 14, 1987, the City Council approved a Coastal Development Permit for
the development of Marina Gateway Parcel 1. The project consisted of
construction of two buildings, one industrial building, and one industrial
office/warehouse building on a single parcel. The owner now wishes to
subdivide the property into two parcels which will result in each building
being located on an individual parcel. The lot split was reviewed and the
findings are contained in the following report.
RECOMMENDATION: That the City Council conduct a public hearing and consider
and adopt the attached resolution and findings therein:
• 1. Adopting Negative Declaration IS-85-5A;
2. Finding that the proposed project, subject to listed conditions, is
consistent with the policies of the certified Local Coastal Program;
and
3. Issuing Coastal Development Permit Number 11(a) as conditioned.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
The proposed lot split has been reviewed relative to existing on-site
development. The setbacks, building lot coverage, and floor area ratio as
shown on the plan submitted have been evaluated and found to be in compliance
with the standards set forth in the certified Local Coastal Program. Parking
for 660 Bay Boulevard (the southerly of the two buildings) does not meet the
required standard, however, and is deficient by 20 spaces.
Since the northerly building has an excess of parking (145 spaces provided,
only 51 required), the applicant has proposed to provide an easement granting
20 plus parking spaces to the southerly building. These spaces are located
near the southerly building (see attached drawing) and will fulfill the
building's parking needs.

Also, a reciprocal driveway access easement is proposed for joint use of the
main parking lot access from Bay Boulevard which will avoid construction of an
additional curb cut into the parking lots.
It is recommended that the access and parking easements be required to run
with the land and be recorded with the final map.
FINDINGS
Based on the application and plans submitted, and subject to conditions in the
attached resolution, the proposed lot split is found to be consistent with the
policies of the certified Local Coastal Program in accordance with the
following findings:
1. The proposed project consists of the subdivision of currently
developed land. Subject to conditions listed in the attached
resolution, the resulting parcels and on site developments will
conform to the certified Local Bayfront Coastal Program development
criteria.
2. The project site is not located adjacent to any wetland or coastal
resource and the proposed lot split will not affect any such resource.
• 3. The proposed lot split involves property located at the eastern
boundary of the coastal zone which does not provide access to the bay
or water frontage, therefore, the project will not impact water
related recreational or visitor serving marine resources.
FISCAL IMPACT: None.
