RESOLUTION NO. 15277
RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CHULA VISTA EXPRESSING ITS
CONCERN REGARDING SCHOOLS FOR THE CHULA
VISTA ELEMENTARY SCHOOL DISTRICT
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the Chula Vista Elementary School District has
experienced rapid increases in its student enrollment; and
WHEREAS, the District has generally been able to obtain
a sufficient number of new elementary school sites east of 1-805
and has or will soon have under construction three new schools to
respond to new development; and
WHEREAS, the District is utilizing four Mello Roos
Community Facility Districts to assist in the financing of new
school facilities east of 1-805; and one Mello Roos Community
Facilities District which incorporates development throughout the
District; and
WHEREAS, in spite Of the District's response to growth
_n the newly developing areas, the District is experiencing
overcrowding and inadequate facilities in the western part of
Chula Vista incluaing the Central Chula Vista and Montgomery
Communities; and
WHEREAS, the District has purchased relocatables and
utilized busing to relieve overcrowding at such schools as
Feaster, Lauderbach, Harborside, Vista Square and Mueller; and
WHEREAS, the continued use of those techniques is
adversely impacting the affected residential neighborhoods and
compromising the quality of education due to such factors as
reduced open space ana play areas, larger classroom sizes,
congested "central" facilities at schools like cafeterias and
assembly areas, and social dislocation of children away from
their residential neighborhood schools;
WHEREAS, the Chula Vista Growth Management Oversight
Committee urges that the City Council adopt a formal statement of
concern on schools for the Chula Vista Elementary School District.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista does hereby adopt a statement of concern
on schools for the Chula Vista Elementary School District.

BE IT FURTHER RESOLVED that the City Council endorses
~-~e following recommendations of the Growth Management Oversight
mmittee:
1. To follow through with preparation for a long range
master plan for the District and to work with the City to analyze
the causes and trends associated with population and demographic
changes within the District.
2. To look at alternate solutions to relieve
overcrowding west of 1-805 including acquisition of an additional
school site, expanding the size of existing sites, modifying
attendance boundaries, making program changes, and looking at
different options for school tracking.
3. Continue to work closely with the City on land use
planning issues and proposed land use changes, including
rezonings and redevelopment, which have an impact on the School
District.
4. To continue to provide responsive and precise
school data and comments to the City of Chula Vista on
environmental documents and discretionary land use applications.
BE IT FURTHER RESOLVED that the City Council intends
that fees collected in Chula Vista De spent in Chula Vista and
~hat Chula Vista schools not De negatively impacted due to busing.
