A primary recommendation of the Social Services Plan for the City of Chula
Vista is the establishment of a Chula Vista Human Services Task Force. With
Council approval of the Plan on January 12, 1988, an ad hoc committee was
directed to develop a list of recommended Task Force members. That list and a
plan for the establishment of the Task Force has been prepared for Council
• consideration at this time.
The ad hoc committee ryas also directed to recruit a consultant to assist in
the establishment of the Task Force. The City issued a Request for Proposals
to ten potential consultants and received two proposals. The committee
interviewed the candidates and has selected Tom Packard, D.S.W as the
recommended consultant candidate. A contract with Dr. Packard has been
.~ prepared and is presented for approval.
' RECOMMENDATION: That Council accept the report, adopt the resolution
appointing twelve members to the Chula Vista Human Services Task Force and
adopt the resolution approving the agreement with Tom Packard, D.S.W. for
consulting services to assist the Chula Vista Human Services Task Force.
~ BOARDS/COMMISSIONS RECOMMENDATION: The Human Services Task Force recruiting
' committee, which was comprised of the Human Services Coordinator and
~ representatives of the Human Relations Commission, Commission on Aging and
Community Development Department, unanimously recommended twelve organizations
to be represented on the Task Force and unanimously selected Tom Packard for
the consultant position.

TASK FORCE MEMBERSHIP AND STRUCTURE
The twelve organizations recommended to be represented on the Task Force are
the following:

It is expected that the Task Force will solicit the participation and support
of many other human service agencies serving Chula Vista. The Task Force is
to be an independent body that has no formal advisory capacity to the City or
• any other organizations. The City will assist the organization by providing a
consultant for up to six months, with the group expected to become
self-sufficient following that period.
With the assistance of the consultant, the Task Force will develop its own
operating structure and agenda. It is expected that committees will be
established to address specific human service areas of concern and undertake
special projects.

CONSULTAPIT ROLE AND SELECTION PROCESS:
A consultant is needed to assist with the formation and solid establishment of
the Task Force. Although the individual Task Force members have, in most
cases, worked with each other before, they have never functioned as a single
organization with a unified purpose. It is the responsibility of the
consultant to help the Task Force establish a sense of group identity, to
generate interest and commitment within the group, and to help the group
develop a working structure and a specific agenda for the future. The
consultant is also expected to assist the Task Force in generating enthusiasm
for the activities of the group in the community at large.
Two proposals for the consultant position were received by the City. Based on
the written submittals and interviews, the ad hoc committee rated the
proponents as indicated in the following table.

The proposed consultant, Tom Packard, has extensive experience in both social
services planning/administration and group dynamics/team building. Dr.
Packard is a professor of Social Work at San Diego State University, has
directed two human service organizations, and has served as an organization
` development consultant for the City of San Diego, County of San Diego and
various private organizations.
• The Task Force consultant is to be directed to assist the Task Force in
becoming self sufficient within six months of its formation. The contract
calls for the consultant to provide the City with bi-monthly progress
reports. Six months following the formation of the Task Force, the City will
evaluate the progress of the group. The proposed consultant contract covers a
time period longer than six months to allow the consultant sufficient time to
complete required reports.
FISCAL IMPACT: The Council previously approved expending up to $7,000 for
consultant support services for the Task Force. The consultant contract
amount is not to exceed $5,400. There may be additional expenses of up to
$700 for meeting arrangements and other City support of the Task Force.
Sufficient funds are available in the Community Development Block Grant
Administration Account #640-6401-BG218.
