On June 23, 1987, by Resolution 13111, the City Council approved the Tentative
Subdivision Map for Chula Vista Tract 87-8 Rancho del Sur Subdivision. The
Final Maps for said subdivision and associated items are now before Council
for approval.
RECOMMENDATION: That Council adopt resolutions a through f in the item
title of this report.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
• Chula Vista Tract 87-8, Rancho del Sur, Units 1 through 5, consist of 285
single family lots, one multi-family lot, which will contain 200 apartment
units, two lots proposed for future development (Lot K and Lot 2) and eight

open space lots for open space, public utilities and other public uses. The
final maps for said subdivision have been reviewed by the Public Works
Department and found to be in conformance with the approved Tentative Map.
Approval of the maps constitutes acceptance of all drainage, sewer, grading
and tree planting easements within the subdivision and acceptance on behalf of
the public of the following public streets: Medical Center Drive, East Naples
Street, East Naples Court, Sundown Lane, Rainbow Drive, Sundance Court,
Diamond Drive, Equinox Way, Sundrop Court, Halley Court, Diamond Court,
Cloudwalk Canyon Drive, Indigo Canyon Road, Pacific Hill Street, Crescent
Drive, Sunburst Lane and Meridian Lane. Approval also constitutes acceptance
of Lots A, B, C, D, H, J, L and M for open space, public utilities and other
public uses and lots F and G for park purposes.
The developer has executed subdivision improvement agreements and has provided
bonds to guarantee construction of the required improvements.
One of the conditions of approval of the Tentative Map was that the developer
dedicate and construct a 3.8 acre park with various improvements. Attached to
the report is a copy of the park plan, which shows these improvements. These
include three night-lighted tennis courts, a children's play area, open play
field, jogging trail and cabana.
• The condition included a statement that a waiver of any and all park fees be
subject to City Council approval. The Parks and Recreation Department
recommends that Council waive all PAD fees for this phase of the project. The
developer is constructing a turnkey park at a cost of approximately $676,600.
The combined park land dedication and improvements exceed the value of the PAD
fees required under the former guidelines of the Municipal Code dealing with
park land requirements.
The developer will also be constructing other parks in later phases of this
project and will be developing a master plan for Greg Rogers Park as part of
Phase I.
If the City Council determines that they do not wish to waive the PAD fees, it
is recommended that the resolutions approving the final maps be modified to
conditionally approve the final maps subject to payment of PAD fees.
The developer has complied with all conditions of approval which require
compliance prior to approval of a Final Map. A related item which will also
appear on tonight's agenda is a recommendation to modify condition no. 31 of
Resolution 13111. Since condition 31 requires construction of certain
improvements prior to occupancy of the 243rd unit, approval of the Final
Subdivision Maps is independent of the Council's decision on that item.
The developers have requested formation of an Open Space District to maintain
natural and landscaped open space and certain architectural features, such as
perimeter walls and entry monuments, within the subdivision and along
• Telegraph Canyon Road. Council consideration of the open space district is
expected to occur in early June.

• Chula Vista Tract 87-8, Rancho del Sur, Units 1 through 5, consist of 285
single family lots, one multi-family lot, which will contain 200 apartment
units, two lots proposed for future development (Lot K and Lot 2) and eight

open space lots for open space, public utilities and other public uses. The
final maps for said subdivision have been reviewed by the Public Works
Department and found to be in conformance with the approved Tentative Map.
Approval of the maps constitutes acceptance of all drainage, sewer, grading
and tree planting easements within the subdivision and acceptance on behalf of
the public of the following public streets: Medical Center Drive, East Naples
Street, East Naples Court, Sundown Lane, Rainbow Drive, Sundance Court,
Diamond Drive, Equinox Way, Sundrop Court, Halley Court, Diamond Court,
Cloudwalk Canyon Drive, Indigo Canyon Road, Pacific Hill Street, Crescent
Drive, Sunburst Lane and Meridian Lane. Approval also constitutes acceptance
of Lots A, B, C, D, H, J, L and M for open space, public utilities and other
public uses and lots F and G for park purposes.
The developer has executed subdivision improvement agreements and has provided
bonds to guarantee construction of the required improvements.
One of the conditions of approval of the Tentative Map was that the developer
dedicate and construct a 3.8 acre park with various improvements. Attached to
the report is a copy of the park plan, which shows these improvements. These
include three night-lighted tennis courts, a children's play area, open play
field, jogging trail and cabana.
• The condition included a statement that a waiver of any and all park fees be
subject to City Council approval. The Parks and Recreation Department
recommends that Council waive all PAD fees for this phase of the project. The
developer is constructing a turnkey park at a cost of approximately $676,600.
The combined park land dedication and improvements exceed the value of the PAD
fees required under the former guidelines of the Municipal Code dealing with
park land requirements.
The developer will also be constructing other parks in later phases of this
project and will be developing a master plan for Greg Rogers Park as part of
Phase I.
If the City Council determines that they do not wish to waive the PAD fees, it
is recommended that the resolutions approving the final maps be modified to
conditionally approve the final maps subject to payment of PAD fees.
The developer has complied with all conditions of approval which require
compliance prior to approval of a Final Map. A related item which will also
appear on tonight's agenda is a recommendation to modify condition no. 31 of
Resolution 13111. Since condition 31 requires construction of certain
improvements prior to occupancy of the 243rd unit, approval of the Final
Subdivision Maps is independent of the Council's decision on that item.
The developers have requested formation of an Open Space District to maintain
natural and landscaped open space and certain architectural features, such as
perimeter walls and entry monuments, within the subdivision and along
• Telegraph Canyon Road. Council consideration of the open space district is
expected to occur in early June.
