One of the capital projects funded by the County prior to the City annexation
of Montgomery was the installation of asphalt walkways on Main Street from
Albany Street to the Industrial Boulevard. The project has not yet been
implemented. With the recent Council approval of the Proposition A priority
list of projects, permanent improvements are scheduled to be installed on that
stretch of Main Street within the next three years. It is therefore
recommended that a previously approved agreement with the County for public
• improvement projects in Montgomery should be amended to reallocate funds from
the Main Street Walkways.
Another pre-annexation, County-funded Montgomery project not yet implemented
was the installation of street and drainage improvements on Date Street and
Palm Avenue in Brodericks' Acres. The project has been redesigned to fit the
available funds, and implementation of an alternative version of the project
is now proposed.
The recommended actions amend and create documents with the County to address
these circumstances.
RECOMMENDATION: That Council approve the amended agreement with the County
of San Diego to amend an agreement for funding and implementation of public
improvement projects in Montgomery and approve an agreement with the County of
San Diego for funding and implementation of the Palm Avenue Drainage
Improvements Project.
BOARDS/COMMISSIONS RECOMMENDATION: The Montgomery Planning Committee concurs
with the staff recommendation in that on March 17, 1988, the Committee recommended
that the County be asked to drop the Main Street walkways project and reallocate
the funds to the Palm Avenue Draining Improvements Project.

In 1985-86, the County funded $30,000 to install temporary asphalt walkways in
the missing segments of sidewalk along Main Street from Albany Street to
Industrial Boulevard. The priority list of Proposition A projects, recently
adopted by the Council, provides for the installation of permanent concrete
sidewalks along Piain Street in 1991. It is not cost effective for temporary
sidewalks to be installed and replaced with permanent sidewalks in 1991.
Therefore, the project is proposed to be dropped and the remaining funds
reallocated to the drainage project.
The County funded a Date Street/Palm Avenue street improvement and drainage
project in the amount of $255,000. As originally planned, the project was to
include street widening and repaving and the installation of gutters and
drainage inlets for both Date Street and Palm Avenue. Cost estimates recently
completed by the County indicate that the project will now cost $550,000,
$295,000 short of meeting the project need. This information was presented to
the Montgomery Planning Committee in January 1988 and the Committee
recommended that the County be requested to redesign the project to include
only drainage improvements along Palm Avenue. The installation of drainage
improvements along Palm Avenue would remove a flooding hazard to adjacent
residential properties and, by intercepting the flood water, would also lessen
the flooding hazard to the residential properties along Date Street to the
west. By redesigning the project, it is now estimated to cost $305,000. The
City Engineer recommends that remaining funds from the Main Street Walkways be
added to the project and that the County be instructed to install the Palm
Avenue improvements from the south end of the project to as far north as
available funds allow.
FISCAL IMPACT: No City funds are involved; however, routine maintenance for
the improvements at Palm Avenue will be the responsibility of the City. By
combining funds from Main Street, approximately $285,000 will be available for
the Palm Avenue project.
