HomeMy WebLinkAboutAgenda Statement 1988/04/12 Item 6COUNCIL AGENDA STATEMENT • Item 6 Meeting Date 4/12/88 ITEM TITLE• Resolution ~~ S~~ Authorizing reimbursement to Pacific Scene, Inc. for costs of traffic signal work at intersections of Palomar Street with Broadway and Orange Avenue from Traffic Signal Participation Fee s SUBMITTED BY: Director of Public Works '~~ REVIEWED BY: City Manager ~ A ~~ (4/5ths Vote: Yes No X ) By letter dated October 2, 1987, Pacific Scene, Inc. requested that the City of Chula Vita reimburse them an appropriate portion of $36,486 which was spent for traffic signal work in the vicinity of their Palomar Plaza Shopping Center project. RECOMMENDATION: That Council adopt resolution authorizing a reimbursement of $26,960 to Pacific Scene, Inc. for traffic signal work accomplished in connection with their Palomar Plaza Shopping Center project, said reimbursement to be paid from Traffic Signal Participation Fees as available. • BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: Preliminary reviews leading to development of this project were accomplished under jurisdiction of San Diego County. However, the building permit was not applied for until P1arch 1986; after the area was annexed to Chula Vista. The general policy of Chula Vista at the time of annexation was that if a development was in process and approved by the County, Chula Vista would honor the County's conditions of approval. When this developer came in to get our approval, they had already completed street plans to make Orange four lanes without a median island. However, the County indicated they had errored and wanted the developer to provide additional street width and median. The developer was willing for financial purposes to provide the work for the City of Chula Vista if the County would approve the plans. Chula Vista Engineering staff informed the developer that we needed three eastbound lanes on Palomar east of Broadway and also we wanted a raised median constructed to prohibit left turns into and out of their driveway on Palomar. This extra condition, of course, presented considerable additional cost to them (in excess of $100,000). Because of the above circumstances and because the road widening would require a new traffic signal pole and relocation of the controller box, staff indicated that we would support them receiving a rebate or credit for traffic signal fees they paid. • 1• C1 • Page 2, Item 6 Meeting Date~JT~7$$ We have collected $6,784 from Pacific Scene and $13,200 from the Jack-in-the-Box on this site and $12,540 from a Kentucky Fried Chicken for a total of $32,524 in Traffic Signal Participation Fees from this development. A review of the contract costs for the work done by Pacific Scene indicates that a total of $26,970 was spent by them on work we believe to be eligible for reimbursement which included traffic loops relocation of street lights, relocation of traffic signal standards, and relocation of traffic signal controller. An additional $9,516 was spent on street lights and we do not propose reimbursement of those costs. After this reimbursement is made, a total of $5,554 from payments made from this site will remain in the Traffic Signal Participation Fee fund for other improvements elsewhere in the City to help provide for adequate access to this property. FISCAL IMPACT: A net gain of $5,554 in the overall Traffic Signal Participation Fee will remain after this reimbursement.
