ITEM TITLE: RESOLUTION
~-3s/ ~ Approving agreement between the City
and Personnel Associates for job classification and pay
consulting services, authorizing the Mayor to execute the
agreement as called for in the 1987-89 Memorandum of
Understanding between the City and the Chula Vista
Employees' Association.

During negotiations last year, the City agreed to employ a consultant to
study certain job classifications represented by Chula Vista Employees'
Association (CVEA). The City sent out fifteen requests for
(RFP's) and received nine res onses. _ proposals
Management and CVEA representatives screened and interviewedlthe gmost
responsive consultants. Background references were conducted by the
Personnel Department staff. Five consulting firms were selected for
interviews, but only two were available or able to do the work in the time
rame required by the Memorandum of Understanding (MOU).
COMMENDATION: Adopt a resolution approving the purchase of
consultant services with Personnel Associates to conduct a classification
and pay survey in the amount of $17,500.00 as called for in the 1987-89
Memorandum of Understanding between the City and the Chula Vista
Employees' Association.
BOARDS/COMMISSIONS RECOMMENDATION: N/A
DISCUSSION: Personnel Associates received excellent references from
their former clients. Sheryl Lindquist, the principal, has twent
of job classification experience providing consulting services to yover
twenty California cities, two counties, and over twenty special districts,
universities and public service entities. Roger Lubin, a partner, has
been Director of state and local government for HAY Associates, project
manager for Public Technologies, Inc. and policy analyst for the
Governor's office.

FISCAL IMPACT: The costs for the study will be paid from funds
budgeted for this purpose in the Personnel Department. No appropriation
is required.
